  • Contract Specialist II :$45,521 - $71,055
  • Contract Specialist III : $51,158 - $81,351

Performs contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with division and district personnel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

  • Administers district Set-Aside programs and/or building maintenance contracts (BMC) and other consultant contracts.
  • Assists in analyzing legislation impacting contracts.
  • Assists in developing plans for implementing new contract evaluation requirements.
  • Assists in developing, writing or revising contracts, amendments, procedures, forms, related documents and provisions.
  • Assists in monitoring contractors' insurance certificates.
  • Assists in printing, collating, preparing documents and/or binding contracts/manuals for distribution.
  • Assists in receiving payments, preparing deposit vouchers and entering data in an automated information management systems
  • Assists in researching state and federal statutes and opinions, Department policies and previous contracts.
  • Assists in reviewing compliance of minority participation goals in consultant contracts.
  • Assists or briefs the District Consultant Review Committee (DCRC), Consultant Approval Team (CAT) or the Department's Consultant Review Committee (CRC) on consultant contract related matters.
  • Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.
  • Composes and transmits conditional award notices.
  • Performs other job responsibilities as assigned.
Contract Specialist II

In addition to Contract Specialist I duties, the Contract Specialist II may

  • Analyze legislation impacting contracts and communicate impacts to stakeholders.
  • Assist with presentations at local, state, and federal levels.
  • Recommend policy and procedural improvements.
  • Confer with legal staff and management regarding contract matters.
  • Develop, revise, and prepare contracts, amendments, reports, and procurement documents.
  • Conduct contract audits and identify contract-related risks and solutions.
  • Prepare bid proposals, specifications, and solicitation documents.
  • Perform cost analysis studies and financial reporting.
  • Review compliance with minority participation goals and contractual requirements.
  • Monitor contracts and recommend corrective actions when needed.
  • Independently manages a portfolio of moderately complex contracts.
  • Serves as a resource for contract procedures and compliance requirements.
  • Coordinates with project managers to resolve contract administration issues.

Contract Specialist III

In addition to Contract Specialist I and II duties, the Contract Specialist III may

  • Analyze and interpret legislation and develop policies and procedures to ensure compliance.
