Salary Range Contract Specialist I: $40,918.
- $61,130 Contract Specialist II: $45,521 - $71,055 Contract Specialist III: $51,158 - $81,351

Position Description Performs contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with division and district personnel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Essential Duties:
Administers district Set-Aside programs and/or building maintenance contracts (BMC) and other consultant contracts. Assists in analyzing legislation impacting contracts. Assists in developing plans for implementing new contract evaluation requirements. Assists in developing, writing or revising contracts, amendments, procedures, forms, related documents and provisions. Assists in monitoring contractors' insurance certificates. Assists in printing, collating, preparing documents and/or binding contracts/manuals for distribution.
Assists in receiving payments, preparing deposit vouchers and entering data in an automated information management systems Assists in researching state and federal statutes and opinions, Department policies and previous contracts. Assists in reviewing compliance of minority participation goals in consultant contracts. Assists or briefs the District Consultant Review Committee (DCRC), Consultant Approval Team (CAT) or the Department's Consultant Review Committee (CRC) on consultant contract related matters.
Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures. Composes and transmits conditional award notices. Performs other job responsibilities as assigned. Contract Specialist II In addition to Contract Specialist I duties, the Contract Specialist II may Analyze legislation impacting contracts and communicate impacts to stakeholders. Assist with presentations at local, state, and federal levels.
Recommend policy and procedural improvements. Confer with legal staff and management regarding contract matters. Develop, revise, and prepare contracts, amendments, reports, and procurement documents. Conduct contract audits and identify contract-related risks and solutions. Prepare bid proposals, specifications, and solicitation documents. Perform cost analysis studies and financial reporting. Review compliance with minority participation goals and contractual requirements. Monitor contracts and recommend corrective actions when needed.
Independently manages a portfolio of moderately complex contracts. Serves as a resource for contract procedures and compliance requirements. Coordinates with project managers to resolve contract administration issues. Contract Specialist III In addition to Contract Specialist I and II duties, the Contract Specialist III may Analyze and interpret legislation and develop policies and procedures to ensure compliance.
