Summary

As a critical part of the University of Texas Medical Branch (UTMB) Human Resources leadership team and working closely with the UTMB System SVP CHRO and VPHR, the Vice President of Human Resources for Correctional Managed Care (VPHR-CMC) is responsible for leading the human resources teams within correctional managed healthcare, including Hospital Galveston. This role ensures HR strategies align with organizational goals, regulatory requirements, and the unique challenges of delivering healthcare services in correctional settings.

The VPHR-CMC will drive workforce planning, talent acquisition, employee engagement, compliance, and organizational development to support a safe, ethical, and high-performing culture.

This position is supported and funded through the CMC contracts with Texas Department of Criminal Justice (TDCJ) and Texas Juvenile Justice Department (TJJD).

Scope

Responsible for Correctional Managed Care (CMC) and Galveston Hospital

Responsibilities Strategic Leadership
  • Develop and implement HR strategies aligned with UTMB objectives and correctional healthcare regulations, fostering a positive, compliant, and high-performing work environment.
  • Serve as a trusted advisor to the executive CMC leadership team on workforce planning, employee relations, and organizational development.
  • Effectively lead in a complex, matrix organization, collaborating with key stakeholders across the system and HR COEs.
Talent Management
  • Oversee the administration of recruitment and selection processes for UTMB CMC and Hospital Galveston employees to attract and retain qualified talent, including the development of job postings, application review procedures, and coordination with hiring managers throughout the hiring process.
  • Design leadership development and succession planning programs.
  • Implement performance management systems that promote accountability and professional growth.
Compliance & Risk Management
  • Ensure adherence to federal, state, and local employment laws, as well as correctional healthcare standards.
  • Manage HR policies and procedures to mitigate risk and maintain operational efficiency.
  • Oversee employee relations, investigations, and conflict resolution.
Compensation & Benefits
  • Oversee the administration of compensation activities, including reviewing position descriptions, ensuring consistency with internal standards and statutory guidelines, recommending appropriate salary levels, and coordinating with the UTMB Compensation Center of Excellence on compensation matters.
  • Direct the administration of competitive compensation and benefits programs.
  • Monitor market trends to maintain internal equity and external competitiveness.
Culture & Engagement
  • Foster a positive, inclusive, and high-performance workplace culture.
  • Drive initiatives to improve employee engagement and retention in challenging correctional environments.
HR Operations
  • Manage HRIS systems and leverage data analytics for informed decision‑making.
  • Oversee HR budget and ensure alignment with organizational priorities.
  • Performs related duties as required.
Partner Agency Engagement
  • Works in close collaboration with partner agencies, including TDCJ, TJJD, DSHS (Department of State Health Services).
  • Works in close collaboration with other TDCJ and TDCJ CMC contracted organizations (i.e., Texas Tech University).
Minimum Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or related field plus ten (10) years of progressive HR leadership experience, including at least five (5) years in a senior Human Resources role within healthcare or correctional environments.
  • Directly related professional experience may be considered in lieu of the stated educational requirement on a year‑for‑year basis. This substitution applies only to the educational requirement and does not replace or count toward the separately stated minimum years of experience required for the position.
Preferred Qualifications
  • Master's degree.
  • Experience in both healthcare and correctional environments.
  • Professional Human Resources certifications (e.g., SHRM‑SCP, SPHR).
