Business Systems Analyst

The City of Galveston seeks a Business Systems Analyst to support enterprise-wide software systems, improve application processes, and provide project support/management across the IT department.

• Serve as the primary IT systems advisor for one or more application systems, providing functional assistance to departmental customers.
• Maintain communication with application vendors, coordinate selection, testing, and implementation of software patches, updates, and hotfixes.
• Diagnose and troubleshoot functionality issues; develop and document remediation plans.
• Provide analytical and technical assistance in identifying, developing, implementing, and maintaining application software solutions.
• Consult regularly with IT staff and customers on application usage, development, maintenance, and testing procedures.
• Develop and maintain training materials; identify gaps in customer understanding and create additional training courses or clips.
• Create and distribute communication materials such as FAQs, tips and tricks, and patch management updates.
• Coordinate the development, testing, and implementation of custom reports; translate reporting needs into technical specifications.
• Analyze and document existing business processes; propose improvements.
• Participate in technical-solution design and prepare bid requirements for software upgrades.
• Authorize and oversee deployment, monitoring, maintenance, and support of software based on department needs.
• Provide backup support to application specialist staff as needed.
• Perform other duties as required.
• Work as necessary during emergencies to provide vital services to the public.

• Deep understanding of city organization, operations, policies, and procedures.
• Comprehensive knowledge of computer systems, design techniques, programming languages, hardware, software, and operating systems.
• Strong grasp of business theory, processes, budgeting, and municipal operations.
• Familiarity with project management principles and practices.
• Experience applying IT to solve business problems within a municipal context.
• Knowledge of applicable federal, state, and local IT regulations and bidding processes.
• Proficiency in data system terminology, program flow charts, and system communications.
• Diplomacy, fairness, firmness, and sound judgment in handling situations.
• Planning, organizing, and monitoring of work assignments.
• Ability to present complex technical data clearly.
• Strong quantitative reasoning and abstraction skills.
• Excellent written communication, including drafting letters, policies, and specifications.
• Knowledge of city policies and procedures.
• Establishing cooperative relationships at all city levels.

• Bachelor’s degree in Computer Science, Computer Information Systems, or related field, or equivalent combination of training and experience.
• Three years of responsible IT operations experience.
• Valid Texas driver’s license.
• Project Management certification preferred.
