Director County Parks

General Description

The purpose of this class is to perform complex professional and difficult administrative work in planning, developing, and directing all parks, centers, and activities and related programs for the County Parks Department.

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
• Directs the daily operations of the department’s parks, beaches, boat ramps, community center programs, senior citizens services, and Agri Life Extension activities.
• Develops, monitors, and administers the annual department budget; approves department payroll and leave.
• Manages purchasing activities for park operations, capital projects, maintenance services, and recreational programming in accordance with County policies.
• Develops scopes of work and specifications for park improvements, equipment, and professional services.
• Develops and administers department policies, procedures, goals, objectives, and priorities.
• Monitors and assesses department workload; delegates work and modifies objectives and work plans as necessary.
• Prepares and submits reports and paperwork as requested or required.
• Serves as primary liaison between the department and the general public and various community groups, organizations, and agencies.
• Attends and makes presentations to the Commissioner’s Court and other groups and organizations.
• Administers concession agreements for bait camps, fair and rodeo facilities, sports complexes, and recurring events.
• Oversees the management of the Agri Life Extension services for Galveston County.
• Performs related work as assigned.

• Requires a Bachelor’s degree in recreational science or arelated major. Equivalent professional experience will be considered in lieu of a bachelor’s degree.
• Requires eight years of experience, of which four are in a supervisory position, in parks and recreation management, program management, or closely related experience.

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Unavoidable hazards are job conditions that may lead to injury or health risks, even with precautions in place.

The work is typically performed sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.

The work is typically performed in an office.
