GENERAL STATEMENT OF DUTIES:

Writes new and revised application and web-based programs, performs intake-gathering, application support and trouble-shooting tasks; performs related duties as required.

COMPLEXITY OF DUTIES:

Under general supervision, the duties require the exercise of judgment in writing new and revised application and web-based programs, performs intake-gathering, application support and troubleshooting tasks.

TYPICAL DUTIES:

* 1. Writes new and revised application and web-based programs.

* 2. Implements programming specifications.

* 3. Develops code and logic for the defined specifications.

* 4. Works with third party Application Programming Interfaces (API's).

* 5. Works with relevant web-based languages and protocols.

* 6. Assists in installing new or revised application software.

* 7. Prepares test data, tests, and debugs programs.

8. Assists in integration testing of new or revised software.

9. Documents program modules.

* 10. Performs intake-gathering related to new or revised programs, applications, API's, and issue resolutions.

* 11. Resolves help desk calls related to program, application and API issues.

* 12. Assists with supporting programs, applications and API's.

* TYPICAL ADA ESSENTIAL FUNCTIONS

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES

1. Considerable knowledge of the current principles, practices, and procedures of computer programming.

2. Considerable knowledge of object-oriented programming languages.

3. Knowledge of installation testing and program integration techniques.

4. Knowledge of relevant web-based languages and protocols.

5. Knowledge of legacy programming languages such as COBOL.

6. Ability to plan, organize, schedule, and perform routine programming tasks in logical sequence.

7. Ability to understand and analyze application and programming problems and assist in their solution.

8. Ability to program for relational database systems.

9. Ability to perform needs assessment and intake-gathering.

10. Ability to establish and maintain effective working relationships with associates.

11. Ability to express oneself effectively, both orally and in writing.

MINIMUM QUALIFICATIONS

Training and Experience

1. Bachelor's degree from a regionally accredited or New York State registered college or university with a major in a computer field including two (2) courses in programming (6 credits)

and

Two years of satisfactory, paid experience performing applications and/or web-based programming for computers;

or

2. Four years of satisfactory, paid experience performing applications and/or web-based programming for computers and,

either

A. Associate's degree from a regionally accredited or New York State registered college or university with a major in a computer field including two (2) courses in programming (6 credits);

or

B. Completion of two years (60 credits) of education at a regionally accredited or New York State registered college or university, including eighteen (18) credits in a computer field including two (2) courses in programming (6 credits);

or

3. Satisfactory, paid experience performing applications and/or web-based programming in excess of the minimum requirement for 1 and 2 can be substituted for college on a year-for-year basis. Each year of experience acts as substitution for thirty (30) college credits, including nine (9) credits in a computer field and three (3) credits in a course in programming.
