The Public Works Department is responsible for the maintenance and construction of all municipal facilities and equipment and associated infrastructure. This includes streets, sidewalks, parks, public buildings, flood control channels, traffic signals, and City-owned vehicles and equipment. Additionally, the department is responsible for the City's water system and managing trash and recycling services. Under general direction, the City Engineer plans, directs, and manages the various functions of the Engineering Services Division.
The ideal candidate will possess experience in public civil engineering operations and have a high capacity for professional and technical growth. The candidate must be able to work occasional evenings and/or weekends. We anticipate creating an eligibility list from this current recruitment that may be used to fill current and future vacancies for this classification.
The City Engineer directs and coordinates field and office civil engineering assignments in the planning, design, and management of major public works projects, including the preparation of final project reports; assists and advises the department director in preparation of the division's annual budget request and capital improvement budget, and administers funds allocated under the approved budget; directs and coordinates street lighting, traffic, and transportation engineering programs;
staffs the Traffic Commission; reviews and recommends completed contract documents for approval and reviews studies to make recommendations to the Public Works Director; provides general supervision and direction over the preparation of final construction plans, specifications, cost estimates, and project studies; coordinates cooperative projects with other agencies, including the preparation, review and approval of agreements; reviews City needs and recommends projects for submission for county, state or federal funding programs;
provides direction in the preparation of grant applications and ensures that all grant requirements are met; administers engineering, architectural consultant agreements, and construction contracts; coordinates the acquisition of right-of-way for capital projects; develops and maintains a customer-oriented climate; actively participates in various City teams and demonstrates leadership in staff development, evaluation, and team building; acts on behalf of the director and makes presentations to City Council, public and other agencies as requested;
plans, organizes, and directs employees work by establishing methods and techniques, and oversees the interviews, selection, training, performance evaluation, and discipline of employees when necessary; sets job performance standards for employees and ensures that standards are met; performs related duties as assigned.
Bachelor's degree in civil engineering or a closely related field, and four (4) years of progressively responsible civil engineering experience, preferably in public works, including three (3) years in a supervisory capacity are required. Registration by the State of California as a Professional Engineer authorized to practice civil engineering is required. Must possess a valid class C California driver license and an acceptable driving record in order to operate a City vehicle.
An acceptable driving record is one that has three (3) or fewer DMV points issued within the past five (5) years, and no more than one (1) DUI within the past ten (10) years.
