Job Summary

The Maine Bureau of Insurance seeks an attorney to provide legal assistance to various work units, including the Financial Analysis Division, Examination Division, and Market Conduct Unit. The position will primarily provide assistance to the Financial Analysis Division, Examination Division and the Market Conduct Unit. These work units perform technical financial and market regulation functions, including analysis and examinations, under standards established by Maine law and the National Association of Insurance Commissioners.

Attention to detail is critical in this position, as is the ability to provide guidance to staff and to communicate effectively with regulated entities, including insurance companies.

This position also assists other areas of the Bureau as needed, including assistance with licensing issues, investigations, and questions involving various lines of insurance.

Responsibilities
  • Answering questions during the examination process, and assisting in the finalization of examination reports and corrective action plans.
  • Assisting in the development of the Bureau’s response to complex financial and market conduct issues, including licensing, restructuring, and dissolution of insurance companies and other legal entities.
  • Answering internal and external questions regarding the Bureau’s financial and market regulation functions.
  • Proposing, reviewing, researching, and working collaboratively on legislation related to financial regulation, market conduct, and other areas of responsibility.
  • Assisting in contracting with examiners and other vendors.
  • Perform other market surveillance and compliance investigation work.
  • Assisting other work units and senior staff as needed.
Qualifications
  • Familiarity with or the ability to learn the legal standards and requirements of insurance financial and market conduct regulation.
  • Ability to provide clear legal analysis on complex financial regulation matters.
  • Ability to communicate complex issues clearly in writing and orally.
  • Familiarity with Maine’s insurance laws and regulations.
  • Strong interpersonal skills and professionalism.
  • Ability for occasional in-state and out-of-state travel.
  • This is a hybrid remote/in-office position.
Licensing/Registration/Certification Requirements

Admitted to practice law in Maine and currently registered with the Maine Board of Overseers of the Bar.
