Summary

Responsible for ensuring the safety of the public drinking water supply by monitoring compliance with federal, state, county and city regulations regarding backflow prevention, and for conducting site inspections to ensure commercial businesses are in compliance with registered and inspected backflow devices. Also, responsible for performing a variety of routine tasks and duties to ensure that water served to the public is safe.

These duties include but not limited to collect and analyze water samples, respond to customer's water quality concerns, perform water quality system flushing, maintaining lab instruments and sampling stations, and calibrating and maintaining laboratory and online instruments.

Pay Range

$20.72 - $26.78 (Depending on qualifications and experience)

Essential Duties and Responsibilities

include the following. Other duties may be assigned.

  • Set up appointments to meet with customers who manage or own commercial properties to check for possible cross connections.
  • Provide customers with a written post‑inspection report, detailing if any cross connections exist.
  • May advise customer if backflow device installation is required at the point of connection(s).
  • Review and evaluate specifications and drawings prior to pre‑construction.
  • Maintain TCEQ‑required inspection reports, daily inspection logs, database for each backflow device installed in the City and any other report/database for inspections performed.
  • Assist and/or review Backflow device for new land developments impacting fire protection, food service industries, irrigation design or installation.
  • Compile and analyze data, document test results and prepare reports.
  • Collect a variety of water samples from water distribution system.
  • Record and deliver water samples to the lab.
  • Enter test data for reports to regulatory agencies.
  • Maintain compliance documentation such as chain‑of‑custody sheets, compliance logs, and/or internal tracking forms.
  • Monitors and records drinking water parameters using field equipment such as chlorine, pH, conductivity, and turbidity and other analyzers as directed.
  • Record customer complaints and collect samples from homes in a professional and tactful manner in order to enhance customer relations.
  • Ability to learn the ordinances, rules, and regulations governing sampling and protection of water distribution system.
Minimum Qualifications
  • High School Diploma or General Equivalency Diploma (GED)
  • 3-5 years' experience in Water Distribution, plumbing, cross‑connection or related fields
  • TCEQ Class C Water Distribution License
  • 1 year experience in Water Quality sampling

Or equivalent professional experience may be considered for substitution for the degree requirement on an exception basis.

Preferred Qualifications

Education/

Experience:

  • 3-5 years' experience in Water Distribution experience including construction, metering, and plumbing
  • 2-3 years' experience in Water Quality sampling (WQP, NAP, Bacti and Lead & Copper samples) Experience collecting water samples
  • OSHA Confined Space Awareness Training
  • TCEQ Customer Service Inspection License, or ability to obtain within 18 months
  • TCEQ Backflow Protection Assembly Tester License, or ability to obtain within 18 months
  • TCEQ Type II Wastewater Collections License, or ability to obtain within 18 months
Knowledge, Skills & Abilities
  • Ability to handle multiple tasks
  • Basic knowledge of TCEQ & Plumbing Codes
  • Basic knowledge of Water Distribution Operations
  • Skills in Microsoft Office (Word, Excel, Access & Outlook) and other computer software;
    Ability to read construction plans and maps
Licenses and Certifications
  • Valid Class C Texas Driver's License
  • TCEQ Class C Water Distribution License
  • TCEQ Customer Service Inspection License or ability to obtain within 18 months
  • TCEQ Backflow Protection Assembly Tester License or ability to obtain within 18 months
  • TCEQ Type II Wastewater Collections License or ability to obtain within 18 months
Physical Requirements / Work Environment

The incumbent works in an outdoor environment or in confined spaces; frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Exposed to physical exertion such as bending, lifting, stooping, reaching, pulling, and pushing. Ability to lift up to 50 pounds.
