** Summary
* * The City of Garland is seeking a proactive and experienced Development Civil or Senior Civil Engineer to join our team. As a key member of the Development Engineering Group, the Development Civil or Senior Civil Engineer is responsible for managing, reviewing and approving the design of private land development projects and various public drainage projects to ensure compliance with City ordinances, engineering standard practices, and all regulatory requirements.

The Development Engineering Group’s main focus is facilitating development via  engineering plan review for residential subdivisions and commercial site development, attending Development Review Committee meetings, conducting meetings with consultants, engineers, property owners and residents, planning public infrastructure systems (including water, wastewater, drainage and street systems), and supporting the Planning Department during entitlement requests and cases.
** Pay Range:** (Depending on qualifications and experience) Civil -  $95,000 - $125,000

Senior - $100,000 - $138,000

** Traditional work week, 8:00am - 5:00pm Monday through Friday. After 6-month training period, flexible or hybrid work schedule with two remote workdays a week is an option.
** Essential Duties and Responsibilities

* Review, coordinate, and manage residential subdivision and commercial site development projects, including engineering plan review, platting process, and land entitlement case support. Represent the Engineering Dept. at Development Review Committee meetings and serve as the primary representative at pre-development meetings.
* Lead interdepartmental design reviews to ensure constructability and regulatory compliance with the City’s Code of Ordinances, Technical Standards Manual, and Standard Construction Details.
* Provide technical expertise, guidance, and instruction to developers, consultant engineers, staff, and the general public on water, wastewater, drainage regulations, Floodplain Prevention Ordinance and FEMA  floodplain management practices and requirements.
* Manage and facilitate high paced development process and steps in an efficient and thorough manner.
* Review license and real property agreement applications for accuracy and adherence to City requirements.
* Meet with other Municipal, County, State, Federal and other agencies for review and compliance with established requirements and obtain permits when necessary.

Hydrology, Hydraulics and Floodplain:
* Hydraulic and other various stormwater calculation reviews for private development and public works projects to ensure compliance with the Code of Ordinances, Technical Standards Manual, and Standard Construction Details.
* Review drainage/flood studies and floodplain development permits for conformance with City and FEMA requirements.

Miscellaneous:
* Exhibit a strong sense of urgency and proactive approach to meet project deadlines with the ability to manage multiple projects and deliverables simultaneously.
* Search for, obtain, and review plats, record drawings, easements and other relevant historical documents.
* Utilize Geographic Information Systems (GIS) and other software tools to analyze and visualize stormwater data, create maps, and support decision-making processes.
* Manage selected Capital Improvement Projects and various other public works projects.
* Keep abreast of emerging trends, technologies, and regulations related to development engineering and participate in professional development activities to enhance job knowledge and skills.

Senior Civil Position: includes the above items in addition to the items below
* Review of hydrologic and/or hydraulic studies for submittal to FEMA for letters of map revision (CLOMR / LOMR) to satisfy the National Flood Insurance Program (NFIP) requirements.
* Manage the annual Community Rating System (CRS) reporting to FEMA.
* Provide recommendations to the City’s Floodplain Administrator.
* Manage selected Capital Improvement Projects and various other public works projects.
* Review and approve contracts, easements, reports, invoices and legal documents as required.
