HR Manager, Regulatory Compliance Specialist, HR Generalist / Talent Management
Working in Garland Texas (Hybrid), you will manage a team of 5 including three Payroll Specialists and 2 newly added HR Administration Coordinators. Supporting an employee population of 2800 (2000 in the US and 800 in Canada), this team has ownership of the management and support of the payroll and time and attendance system, including close partnership with the payroll vendor, Dayforce (former Ceridian) to ensure delivery performance and compliance.

, you have successfully led Payroll teams (US and Canada) in growing organizations with an international/ global footprint. During this time, you have managed payroll vendor relationships; worked to ensure function system performance, and possess solid project, people and change management skills. Understanding that you are the heart of the company – and those that you provide service to, the employee population, your cherished customer – you lead with empathy and heart to deliver excellence daily.
Having prior experience supporting employee populations in Canada, and globally - you enjoy working with multi-cultural teams and are open to occasional travel.
- Hires, develop sand performance manages the Payroll and HR Administration team members supporting US & Canada; motivates and recognizes the team ensuring a positive work environment for all team members
- Develops and maintains strong relationships with business unit HR representatives and other stakeholders and ensures that high quality services are delivered
- Reviews, analyzes and verifies payroll reports and documents for accuracy; makes necessary adjustments or corrections through established procedures
- Analyzes and advises on complex matters requiring comprehensive knowledge of Payroll and HR Admin policies and procedures
- Serves as the key contact with applicable vendorson the day-to-day administration of payroll, time and attendance and ensures that vendor services are meeting expectations
- Advises, interprets, and provides direction to HR, management and staff on rules and procedures, federal,state and local laws and regulations involving payroll
- Authorizes, reviews and/or enters Payroll and HR Admin transactions and related data;completes appropriate formsto adjust wage/salary account funds or to correct/balance a special situation
- Recommends or participates in the development of new procedures and policies related to Payroll and HR Admin operations; coordinates approved changes within payroll processing system; updates affected policies/procedures Coordinates, schedules and conducts training sessions for payroll specialists to explainand/or update information regarding payroll policies and procedures, state and federal regulations and laws
- Responds verballyor in writing to inquiries, complaints or problems and makes necessary adjustments of a non-routine nature
- Coordinates and interacts with federal and state agencies on specialized issues pertaining to employee compensation and deductions
- Initiates Payroll processing and HR Admin quality assurance reviews, identifies training issues and/orproblem prone processes to ensure optimal efficiency and error-free operations using defined KPIs
- Participates in company projects, mergers and acquisitions and Integrations
- Knowledge of payroll principles, practices, regulations and procedures in US and Canada
- Knowledge of applicable federal,state and local payroll and related tax regulations, legislation and guidelines including, but not limited to writs of garnishment, child support, levies, subpoenas, non-resident aliens.
- Knowledge of the practice, methods and techniques of process improvement.
- Knowledge of working with Expatriate and international assignment employees and reporting of earnings through payroll system (e.g., shadow payrolls)
- Skill in evaluating, analyzing and implementing technical payroll activities. Skill in leading the work activities of others
- Strong communication skills and abilityto interact effectively with all company departments, with other colleagues and third parties
