Overview

Hybrid - 3 days per week on site - Schedule is 4-10s

Garner, NC - Onsite days can be at Aberdeen, Sanford, Garner, or Raleigh Offices. Duration: 12 Months

Day travel to sites will be required; personal vehicles will be driven with mileage reimbursed.

This position reports to the Supervisor Area Coordination and supports the field personnel who perform construction and maintenance activities for substation and transmission assets. The Substation Construction Planner is responsible for preparing work packages to perform both construction and maintenance activities.

The Planner will review the maintenance/performance history of equipment to identify and determine special requirements necessary to successfully complete the work, identify any additional maintenance or capital projects that can be worked concurrently to gain resource efficiencies, document and explain variances in actual versus estimated job task work hours, closely monitor progress and status of work, and raise issues to schedulers and supervisors to improve efficiency.

The Planner may also be required to ensure accurate completion of NERC related documentation.

The Planner works closely with construction resources and Transmission Project Management to plan, estimate, and allocate resources to all projects assigned to the Transmission Construction Section. This requires first‑hand knowledge of construction activities or the ability to draw on resources within the Construction Section to gain that knowledge. The position must possess good organization and collaboration skills for working in team environments to produce excellent project plans and estimates.

This position supports the development and implementation of construction and maintenance work plans to support annual programs ranging from $150M – $300M annually (capital and O&M, approximate). It continually manages changes in these plans to align with changing funding requirements and to execute the highest priority work.

The Planner has a responsibility to ensure the annual Construction & Maintenance work plan is completed.

Key Responsibilities
  • Develop work packages that include scope, accurate estimate of hours, required skill sets, procedures, special tools, mobile equipment needs, special part needs, project job durations, sketches/digital pictures/drawings, vendor support information, Safety or Environmental information, material delivery scheduling, and construction estimates for durations and manpower.
  • Identify critical work activities and keep all transmission work groups informed of work nearing overdue status to avoid negative consequences.
  • Communicate and schedule with various work groups (Construction, Project Management, Energy Services, T&D Key Account Reps, Nuclear & Fossil Plants, etc.) to coordinate high‑priority work.
  • Participate in project planning meetings to develop a project plan for each capital construction project, clarify scope, assign required resources, develop work sequence, identify potential obstacles, clearance requirements, and initial resource assignments.
  • Coordinate transmission clearances with Grid Management, ECC & TCC, and DCC; assist in resolving load issues; re‑sequence work considering customer sensitivities; process and store completed work package documentation; obtain feedback from schedulers, crew members, and supervisors to remedy quality issues.
  • Assist with emergency planning, clearance requests, and hot‑line tag requests.
  • Travel to work locations to develop work/project requirements, attend scoping meetings, pre‑bid meetings, pre‑construction meetings, perform walk‑downs of job sites, audit work package effectiveness, and ensure adequate parts, special tools, and special equipment are available.

The base pay range for this role is up to $57.78 per hour.

Requirements
  • 5 years Substation Construction Experience
  • Knowledge of ITOA or switching and tagging qualified
