Accountant Finance
JOB SUMMARYThis position performs accounting duties in support of assigned department functions.
MAJOR DUTIES- Prepares procurement card expense allocations for each department.
- Completes annual renewal applications for property, liability, and vehicle insurance; allocates insurance costs to departments; files all insurance claims.
- Prepares general billing for the Finance Department.
- Collects county occupancy taxes.
- Maintains certificates of insurance for vendors and orders certificates of insurance for the county.
- Maintains and orders all vehicle titles and tags.
- Assists in annual audit as required.
- Posts miscellaneous cash receipts.
- Bills City of Lincolnton for animal control, E911, and other activities.
- Serves as backup to Payroll Accountant.
- Performs other duties as required.
- Knowledge of generally accepted accounting principles (GAAP).
- Knowledge of insurance management principles.
- Knowledge of North Carolina DMV policies and procedures.
- Knowledge of computers and job-related software programs.
- Skill in the implementation of proper accounting methods, procedures, forms, and records.
- Skill in problem solving.
- Skill in prioritizing and planning.
- Skill in interpersonal relations.
- Skill in oral and written communication.
The Accounting Manager assigns work in terms of very general instructions. The supervisor spot‑checks completed work for compliance with procedures and the nature and propriety of the results.
GUIDELINESGuidelines include GAAP, North Carolina General Statutes, North Carolina DMV policies and procedures, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/ SCOPE OF WORK- The work consists of varied accounting duties. The need for accuracy contributes to the complexity of the position.
- The purpose of this position is to perform accounting duties in support of assigned department functions. Successful performance ensures the accuracy and timeliness of department accounting processes.
- Contacts are typically with coworkers, other county employees, insurance representatives, representatives of state agencies, vendors, and members of the public.
- Contacts are typically to exchange information, resolve problems, and provide services.
- The work is typically performed while sitting at a desk or table or while bending, crouching, or stooping. The employee occasionally lifts light objects.
- The work is typically performed in an office.

MINIMUM QUALIFICATIONS- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.
