Description of Work The Administrative Specialist II provides administrative and operational support to the Local Technical Assistance and Training (LTAT) Branch and the Office of the Chief Public Health Nurse within the NC Division of Public Health. The role manages documentation, coordinates administrative processes, and assists with compliance activities related to Memorandum of Agreement (MOA) requirements.

Responsibilities include troubleshooting and improving user experience for the Aid to County (ATC) system, coordinating procurement tasks, and maintaining nursing licensure data for branch operations. The position also serves as a primary administrative contact for local health departments and supports purchasing, inventory, and routine operational functions for the Local Community Support Section. Work is performed on-site at NC DHHS Headquarters and may be eligible for telework under agency policy.

Duties Include:

- Coordinating administrative processes that support daily operations within the LTAT Branch and the Office of the Chief Public Health Nurse.

- Managing documentation and maintaining organized records required for branch functions and statewide public health operations.

- Supporting MOA-related compliance activities by preparing and processing required materials.

- Troubleshooting issues within the Aid to County (ATC) system and implementing improvements to enhance user experience.

- Pulling, reviewing, and organizing ATC system reports to support program monitoring and operational workflows.

- Coordinating procurement activities, including purchasing, tracking orders, and supporting inventory management within the section.

- Managing nursing licensure data used for statewide public health nursing operations.

- Providing administrative support to the Local Community Support Section Operations Manager in purchasing, inventory control, and routine operational tasks.

- Serving as an administrative contact for local health departments by responding to information requests and facilitating communication.

- Supporting branch-level operations through timely completion of administrative tasks that maintain workflow continuity.

/Management Preferences Salary Grade Range: $41,206.00 - $72,113.00

Recruitment Range: $41,206.00 - $45,500.00

Expert-level experience resolving Aid to County (ATC) system user issues and providing targeted instruction that strengthens system use and improves user experience.

Advanced proficiency pulling, reviewing, and organizing reports generated through the ATC system to support operational monitoring and documentation needs.

Demonstrated skill coordinating procurement workflows, including purchasing actions, documentation tracking, and inventory support within branch operations.
