Position: Project Manager I - Project Administration - Region VI - Facilities Division (020709)

I. Job Summary

Performs routine project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; communicating with project management and other relevant parties; and coordinating and assigning the work of others. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.

II. Essential Functions

A. Coordinates, plans, and organizes construction program activities and projects; works with agency project engineers, architects, and contracted design professionals to ensure compliance with agency requirements, policies, procedures, and schedules; and reviews plans, specifications, and estimates for future projects.
B. Provides assistance to agency project engineers, architects, and contracted design professionals during design to bring the project into the construction stage; assists in developing schedules, priorities, and standards; and evaluates project data for adherence to laws and specified requirements.
C. Monitors construction sites for work progress, project quality, and compliance with regulations; reviews, processes, and transmits design plans; oversees the activities of contractors and operators; and identifies potential project risks and difficulties and recommends solutions.
D. Compiles and distributes project information and project status reports; reviews construction payment applications; and maintains documentation for projects.
E. Coordinates and assigns the work of others.

Minimum Qualifications

A. Education, Experience, and Training

1. Bachelor’s degree from a college or university accredited by CHEA or USDE. Major course work in Architecture, Business Administration, Engineering, Public Administration, Construction, or a related field preferred. Each year of experience as described below may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.

2. Two years full-time, wage-earning construction experience.

3. Project coordination experience preferred.

4. Must have or be able to obtain a Certified Texas Contract Manager (CTCM) certification within twelve months from the date of employment. Must maintain valid certification for continued employment in position.

Selected applicants without required license(s) must sign a Credential Contingency Agreement that will remain in effect only until the initially established expiration date. Failure to comply with this contingency statement will result in separation from employment. Credential Contingency Agreements will not be extended or renewed as a result of an employee’s separation from employment or acceptance of another position.

B. Knowledge and Skills

4. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.

5. Skill to communicate ideas and instructions clearly and concisely.

6. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.

7. Skill to read and interpret construction contracts, blueprints, drawings, and specifications.

8. Skill to interpret and apply rules, regulations, policies, and procedures.

9. Skill to identify problems, evaluate alternatives, and implement effective solutions.

10. Skill in administrative problem-solving techniques.

11. Skill to prepare and maintain complex records and files in an automated system.

12. Skill to review technical data and prepare technical reports.
