Responsible for the financial planning, accounting, budgeting, revenue trends, and reporting relating to the prepaid health plan functions. Works cooperatively with the members of the Northern Michigan Regional Entity, consistent with the common principles and Operating Agreement.

Qualifications
  • Minimum of a bachelor’s degree in accounting, finance, business administration, public administration, or related field from an accredited college or university is required. Master’s degree preferred. Equivalent experience in lieu of educational requirements may be considered.
  • Minimum five years’ experience working with financial management systems, including extracting service and financial data, and analyzing data in Michigan’s public behavioral health systems is required.
  • Strong knowledge of Microsoft Excel and other related software.
  • CMA, CPA, or audit experience preferred.
  • Lived experience with Behavioral Health is valued.
Essential Job Functions
  • Maintain budgetary ledgers, general accounting, and financial reporting in accordance with prescribed procedures.
  • Monitor month‑end general ledger processes for the Northern Michigan Regional Entity. Ensure that appropriate journal entries have been posted. Assist in posting journal entries to the general ledger.
  • Account for expenditures and revenues on a full accrual basis and prepare monthly expenditure reports for the CEO and Operations Committee.
  • Prepare annual budgets. Make recommendations for modifications to the annual budgets, as necessary. Lead the NMRE Finance Committee and prepare appropriate reports and materials for the Operations Committee and Board of Directors.
  • Coordinate all financial reviews and annual CPA audit. Produce work papers as required by auditors.
  • Oversee Medicaid funding and analyze financial data to project and forecast Medicaid revenue trends for current and future fiscal years.
  • Oversee various financial reports as specified in the contract with the Michigan Department of Health and Human Services (MDHHS), including but not limited to Financial Status Reports, Mid‑Year Reports, and Risk Management Strategies.
  • Collect and analyze financial information from Members including Financial Status Reports and close‑out reports filed with the MDHHS, annual Financial Audits, and Compliance Reviews performed by Certified Public Accounting firms, and other reports as needed.
  • Review liability and property insurance policies and oversee the renewal process.
  • Participate in various regional and state committees as assigned.
  • Perform fiscal duties as prescribed by the CEO and Board of Directors. Respond to informational requests of the MDHHS and other agencies.
  • Supervise Finance Department staff, creating a motivating climate, achieving teamwork, coaching, training, developing and measuring work in progress, taking corrective action and delegating when necessary.
