The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as epidemics. As part of our mandate to fight the three diseases, the Global Fund plays a leading role in global markets for medicines and technologies that prevent, diagnose, and treat HIV, Tuberculosis and Malaria. Every year, more than half of the Global Fund’s investments is used to procure key health products, ensuring they are available to those who need them most.
As one of the biggest health product procurement entities in the public sector, investing nearly US $3 billion in health products and equipment procurement, the Global Fund is uniquely placed to drive equitable access to quality-assured health products, services and innovations through its Supply Operations department.
Supply Operations, collaborating across the Global Fund Secretariat, is responsible for the Global Fund’s market shaping activities and the overall management of health product sourcing, procurement, quality assurance and supply chains.
The Sourcing team is a strategically integrated function responsible for sourcing all health and non-health products and services, with a combined annual spend exceeding US $2 billion. It encompasses the sourcing of health products—including pharmaceuticals, diagnostics and health technologies, and vector control— as well as the sourcing of non-health products and services, including third-party managed services such as procurement service agents (PSAs) and Secretariat procurement.
The Sourcing function plays a critical role in delivering on grant program targets by ensuring access to quality-assured, affordable products and services through strategic category management, supplier engagement, and value-driven contracting. It supports the implementation of the Global Fund Strategy and the Next Gen Market Shaping framework, advancing innovation, new product introduction, sustainable procurement, and supplier capacity building in close collaboration with internal divisions and external partners.
This includes implementing strategic Market Shaping interventions on health products and managing the sourcing activities for the centralized procurement facility, i.e. Pooled Procurement Mechanism (PPM).
The Pharmaceutical Sourcing sub-team is responsible for developing and implementing sourcing strategies over a wide range of pharmaceutical products for Malaria, HIV, TB, and pandemic preparedness with a total spend of over approx. $600 million annually. This includes, in particular, antiretroviral and antimalarial medicines.
The spend represents approximately 60% of Global Fund health products spend annually and is being utilized by over 85 countries with direct contributions to the impact of the Global Fund’s grant implementation.
Under the supervision of the Manager, Pharmaceuticals Sourcing, the Specialist is responsible for supporting the development of the product category strategy, to ensure the delivery of measurable value in line with the objectives of the Global Fund’s Strategy. This includes implementing Market Shaping interventions, sourcing activities and coordinating and aligning partnerships to effectively implement complex sourcing solutions, including engagement with key strategic donors, partners, other large buyers such as the US Government and other national governments and major suppliers.
The sourcing approach adheres to public procurement principles and is guided by the organization’s value-for-money framework.
