Specialist, Financial Management – GL D – Defined Duration until December 2028 – French Speaking

Reporting to the Senior Manager, Country Financial Management Strengthening and Innovation, the Specialist, Financial Management coordinates the management of the “Resilient Sustainable System for Health (RSSH)” component for financial management, oversees SIP monitoring, reporting and oversight for a group of countries, collaborates with Grant Finance Managers, Senior Finance Specialists and implements innovative financing mechanisms such as Payment for Result and Mobile Money.

The role aligns with the Global Fund financial strategy to enhance financial management capacity, systems and expenditure reporting of Principal Recipients and key implementers.

Key Responsibilities
  • Coordinate the implementation of innovative financing mechanisms, including Payment for Result and Mobile Money.
  • Provide professional financial services to Country Teams and technical input in designing a robust expenditure reporting structure based on risk and investment coverage.
  • Design efficient requirements for grant implementers and maintain integrity of financial solutions.
  • Support projects and design systems for the flow of financial data to/from implementers and partners.
  • Collaborate with Grant Financial Management, Implementer and other stakeholders on design and implementation of innovative financing mechanisms.
  • Coordinate with Health Finance Department and other stakeholders on effective engagement, establish strategic relationships and collaborate with International Financial Institutions (IFIs).
  • Lead rollout of cashless payment solutions (e.g., mobile money, prepaid cards, biometric e‑vouchers) with internal teams, implementers and service providers.
  • Enhance operational efficiency through portfolio optimization, proactive reprogramming and value‑for‑money across Global Fund grants.
  • Consolidate grant finance data at corporate level and support risk‑based budgeting, oversight and reliance on assurance providers.
  • Strengthen internal controls of implementers, including oversight of auditors, fiscal agents and LFA deliverables.
  • Drive innovative financing initiatives, monitor sustainability of investments and promote alignment with public financial management systems.
  • Lead the design and roll‑out of improved implementer capability for Global Fund financial/expenditure reporting, including chart of accounts mapping, reconciliation and integration into the Capacity Assessment Tool.
  • Engage with risk department to assess impacts, support quality assurance and deep‑dive missions, and align grant assurance with financial management strengthening.
  • Contribute to the specification and revision of the corporate financial dashboard and to the institutionalization of differentiated financial management strategies.
  • Collaborate with capacity‑strengthening providers and other partners for training/on‑boarding external finance consultants.
  • Partner with the Private Sector team, Grant Finance Managers and Country Teams to support engagement with private sector institutions.
  • Develop communication and training plans for internal and external stakeholders.
  • Coordinate with Health Finance Department to accelerate innovative financing with a focus on “deals‑executions”.
  • When relevant to C19RM
    , oversee financial aspects of country or multi‑country portfolios, ensuring proper flow of funds, safeguards and risk management.
Qualifications and Experience
  • Advanced degree in Finance (Master’s in Finance or MBA Finance) or an accounting qualification (e.g., Chartered Accountant, Certified Public Accountant, Certified Financial Analyst, Fédération des Experts‑Comptables Européens).
  • First‑level university degree in Accounting, Finance, Business Administration or Economics, accepted if the applicant has three additional years in a related finance function within the last 1–3years.
  • Demonstrated extensive experience in financial analysis and decision‑making within an international accounting firm, bilateral or multilateral aid agency, government department, industry or a commercial/investment bank.
