Overview

Specialist, Financial Management – GL D – until December 2028 – French speaking. Reporting to the Senior Manager, Country Financial Management Strengthening and Innovation, the Specialist coordinates the management of the Resilient Sustainable System for Health (RSSH) component for financial management, including monitoring, reporting and oversight for a group of countries in close collaboration with Grant Finance Managers and Senior Finance Specialists, or coordinates implementation of innovative financing mechanisms such as Payment for Results and Mobile Money.

They will coordinate the implementation of the Global Fund financial strategy to improve financial management capacity, systems and expenditure reporting of Principal Recipients and key implementers, and provide professional financial services to Country Teams, as well as technical input in the design and implementation of a robust expenditure reporting structure based on risk and investment coverage.

At the corporate level, this role is key to maintaining the integrity of financial solutions through designing efficient requirements for grant implementers, interacting with internal and external stakeholders and supporting projects and system design for financial data flow.

They collaborate with Grant Financial Management teams, implementers, Health Finance Department and International Financial Institutions to drive innovative financing initiatives, ensuring effectiveness and efficiency in the use of grant funds, and advocating for joint investments to catalyze Global Fund resources.

Adhoc and Additional Responsibilities
  • Provides value‑added financial services across the grant lifecycle to ensure compliance with Global Fund fiduciary policies.
  • Consolidates grant finance data at corporate level, supports risk‑based budgeting, oversight, and reliance on assurance providers.
  • Strengthens internal controls of implementers, including oversight of auditors, fiscal agents, and LFA deliverables.
  • Drives innovative financing initiatives, monitors sustainability of investments, and promotes alignment with public financial management systems.
  • Leads rollout of cashless payment solutions (mobile money, prepaid cards, biometric e‑vouchers) in collaboration with internal teams, implementers, and service providers.
  • Enhances operational efficiency by ensuring portfolio optimisation, proactive reprogramming, and value‑for‑money across Global Fund grants.
Key Responsibilities Financial Reporting and Data Management
  • Influence and ensure that Global Fund financial reporting requirements and data model provide strategic information for decision‑making and reporting to major donors.
  • Lead the design and roll‑out of improving implementers’ capability to comply with the Global Fund financial/expenditure reporting requirement through chart of accounts mapping, reconciliation, coordination with Grant Management and Grant Financial Management, and integration of reporting requirements as standard functionalities.
Fiduciary Risk Oversight and Assurance
  • Collaborate with Risk Department to assess the impact of capacity strengthening actions on mitigating measures/safeguards for financial risks.
  • Engage and support execution of quality assurance and deep‑dive missions/reviews to identify the root causes of financial risks and provide recommendations.
  • Work with the Fiduciary Risk Oversight team to ensure alignment of grant assurance with Financial Management Strengthening to improve identification and mitigation of emerging risks.
Corporate Tools and Knowledge Sharing
  • Contribute to the specification and revision of the corporate financial dashboard.
Differentiated Financial Management Approaches
  • Coordinate the design and institutionalisation of differentiated financial management strategies for grant budgeting and expenditure reporting based on risks and investments.
Capacity Strengthening and Partnerships
  • Collaborate with key capacity strengthening providers in the training and onboarding of external finance consultants on Global Fund minimum reporting requirements.
