For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed‑term or short‑term graded or ungraded contract, including Junior Professional Officers (JPOs), UN Volunteers with at least twelve (12) months of continuous service in IOM, staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract.

Staff members holding a regular, fixed‑term or short‑term graded contract will not retain their contract type if appointed to an ungraded position.

Context

Under the direct supervision of the Director of the Resource Mobilization Division (RMD), the Resource Mobilization Officer (Donor Intelligence and Analytics) will be responsible and accountable for providing expert support and advice for IOM’s resource mobilization activities in the field and Headquarters ( HQ) by strengthening IOM’s ability to gather, manage, analyze, visualize and act upon information and trends, ultimately towards the achievement of IOM’s Strategic Plan.

The main objective of the Resource Mobilization Division (RMD) is to increase financial support to advance IOM’s mission as stipulated in its Strategic Plan. The Division’s core function involves building and maintaining relationships with donors, mobilizing funds, diversifying IOM’s resource base, and enhancing IOM’s collective resource mobilization efforts.

Given IOM’s decentralized structure, donor engagement and resource mobilization functions are shared by different organizational and geographic units. As such, the Division plays a pivotal role in streamlining and enhancing these functions. The Division adds strategic value by not only coordinating these efforts but also by offering essential guidance, developing and disseminating knowledge, and reinforcing organizational capacity to raise funds. As such, the Division serves as a central hub to ensure a cohesive and effective approach to donor engagement and resource mobilization within IOM’s decentralized structure.

The Donor Intelligence and Analytics Unit within RMD is responsible for providing up‑to‑date financial and non‑financial intelligence on IOM’s active and potential donors, to senior management, resource mobilizers and other units. The position carries out desk analyses, reviews funding trends, and analyzes and facilitates the gathering of first‑hand information from donors to provide evidence‑based guidance.

Responsibilities
  • Manage and oversee the implementation of the Donor Intelligence and Analytics work in support of the Resource Mobilization Division and its overall objectives.
  • Lead analysis of funding and other information to support senior management and staff across the organization in their engagement with donors, including for donor visits and other meetings, as well as providing periodic and on‑demand updates on IOM’s funding levels and trends, funding quality, and other financial and non‑financial information on potential and actual donors.
  • Gather, analyze, and present evidence for donors’ contributions to IOM programming having value for money, impact, and visibility.
  • Strengthen the ability of RMD, to support both colleagues in HQ and at the operational level (e.g. through the Global Resource Mobilization Network) in having access to information about funding opportunities and the intelligence to effectively pursue them.
