DNREC is now offering sign‑on bonuses for Engineers. The Delaware Department of Natural Resources and Environmental Control (DNREC) recognizes its Engineers as a highly valued resource and the critical role they play in protecting public health and the environment. For that reason, we are providing monetary recruitment incentives to new DNREC Engineers in accordance with our Recruitment Program Policy and Procedures.

• $4,000 for Engineer I
• $5,000 for Engineer II
• $6,000 for Engineer III
• $7,000 for Engineer IV

Incentives are paid in two installments: one after three months of employment and the second after eighteen months from the initial date of employment. New employees accepting this recruitment bonus must commit to two consecutive years of employment with DNREC in the Engineer I–IV series. The employee must be a new hire to the State of Delaware or new to the Engineer classification series within the State of Delaware.

The primary responsibility of this position is to review, develop, and manage Total Maximum Daily Load (TMDL) analyses for the Watershed Assessment Branch. The role serves as a subject expert on TMDL/hydrodynamic modeling and will assist the Watershed Assessment and Management Section in developing novel approaches to managing existing and future pollutant loads. The position will also assist in the review of permits, Watershed Implementation Plans, Pollution Control Strategies, Advance Restoration Plans, and other similar documents to ensure the developed goals and implementation options are realistic and achievable.

• Experience using one or more of the following watershed and hydrologic modeling systems: SWAT, HSPF/BASINS, HEC‑HMS/HEC‑RAS, and/or WASP/QUAL2K/EFDC.
• Experience using one or more of the following statistical and geospatial analysis software: R, SAS, advanced MS Excel, and/or ESRI GIS.

• Drafts, develops and modifies engineering designs, plans and specifications.
• Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
• Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
• Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
• Tests or evaluates materials, equipment, systems and facilities.
• Plans and coordinates engineering projects.
• Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
• Develops cost estimates for project time and materials.
• Provides technical guidance and training to technical staff.

• Possession of a Bachelors Degree or higher in Environmental Engineering or official notice of passing the Fundamentals of Engineering (FE) examination in the assigned engineering discipline.
• At least four years of experience in Environmental Engineering.
• Knowledge of engineering project management, including planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of engineering projects.
