Introduction

The mission of the Division of Transportation Solutions is to provide excellence in transportation by developing, constructing and maintaining the State's infrastructure in a manner that results in a safe, cost‑effective, and efficient multi‑modal transportation network that enhances mobility, commerce, and livability. Transportation Solutions also provides high‑quality support services to other divisions in the department.

Summary Statement

This position serves as the TSMO lead and coordinates the TMC Systems Engineering Process. The role collaborates with cross‑functional teams for ITS devices, data, network, telecommunication, and software development. It also supports contracting for agreements, consultants, and contractors. The position leads projects, champions TSMO strategies, and is a subject‑matter expert for internal and external stakeholders. The individual represents the Department on committees and working groups at the state and national level, both virtually and in person.

This is an essential position reporting to TMC during weather, emergency, and planned/unplanned events that may extend for multiple days.

Essential Functions
  • Draft, develop, and modify engineering designs, plans, and specifications.
  • Review permit applications, blueprints, and designs prepared by others to ensure compliance with specifications and regulations.
  • Apply the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plan and conduct field studies, surveys, research and development projects, inspections, and investigations to collect data and ensure conformance to state and federal laws and regulations.
  • Test or evaluate materials, equipment, systems, and facilities.
  • Plan and coordinate engineering projects.
  • Review, analyze, and report on the status of projects and or regulatory conformance.
  • Develop cost estimates for project time and materials.
  • Provide technical guidance and training to technical staff.
Job Requirements
  • Possession of a valid Delaware Professional Engineering License or a license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  • At least five years of experience in one or more of the disciplines of engineering specified below.
  • Experience in Chemical Engineering, Electrical Engineering, Civil Engineering, Construction Engineering, Environmental Engineering, Industrial Engineering, Mechanical Engineering, Agricultural Engineering, or Materials Science Engineering.
  • Three years of experience in engineering project management, including planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on the status of engineering projects.
  • One year of experience in Traffic Engineering.
Conditions of Hire

Applicants must be legally authorized to work in the United States. The State of Delaware participates in E‑Verify and will provide the federal government with Form I‑9 information to confirm authorization to work.

Pre‑employment drug testing: applicants must undergo drug testing as part of the hiring process.

Criminal background check: a satisfactory criminal background check is required. The recruiting agency may require the applicant to pay for the background check.

Driver’s license: applicants must possess a valid driver’s license that is not suspended, revoked, or canceled.

All new hires must report to the Statewide New Employee Orientation on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.
