Position: Child Development Director - Direct Hire Authority
Job Overview
The primary purpose of this position is to exercise second level supervisory and managerial authorities over a Child Development Center program by planning, organizing, coordinating, and overseeing the day‑to‑day operations. The position provides oversight of a variety of developmental services through center based programs of full daycare, hourly care and special needs care.
Responsibilities
Exercise 2nd level (or higher) technical and administrative supervisory personnel management responsibilities for 25% or more during duty time.Plan, organize, and oversee the activities of a Child Development Center, ensuring the programs comply with legal and regulatory requirements and meet customer needs.Develop, administer and evaluate an ongoing program of individual and group developmental and educational activities for staff implementation and execution.Be responsible for the financial operation of the Child Development Program, facilities, grounds, equipment, and health and safety.BASIC REQUIREMENTS
Degree: a degree that included or was supplemented by major study in education or in a subject‑matter field appropriate to the position.Combination of education and experience – courses equivalent to a major in education, or in a subject‑matter field appropriate to the position, plus appropriate experience or additional coursework that provided knowledge comparable to that normally acquired through the successful completion of the 4‑year course of study described above.In addition to meeting the basic requirement above, candidates must also meet the following qualification requirements.
SPECIALIZED EXPERIENCE
Applicants must have at least one (1) year of specialized experience at the next lower broadband (NH-02), equivalent to the next lower grade (GS-11) or equivalent in the Federal Service. Specialized experience is experience in managing a large, complex child development program offering a wide range of services, in a variety of settings.
KNOWLEDGE,
SKILLS AND ABILITIES(KSAs)
Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management.Knowledge of and ability to interpret and apply laws and regulations governing child care to include regulatory requirements, policies, and practices.Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques.Skill in educating, counseling, and advising child care providers and parents; assessing training and children’s developmental needs.Skill in effectively organizing and utilizing community resources with the program framework to augment the program to meet installation objectives.Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.PART‑TIME OR UNPAID EXPERIENCE
Credit will be given for appropriate unpaid and/or part‑time work. Candidates must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE
Volunteer work helps build critical competencies, knowledge, and skills that can provide valuable training and experience that translates directly to paid employment. Candidates will receive credit for all qualifying experience, including volunteer experience.
FOREIGN EDUCATION
Education completed in foreign colleges or universities may be used to meet the requirements. Candidates must provide proof that the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is the applicant’s responsibility to provide such evidence when applying.
