Job Summary
The Development Program Manager (Data Center Construction) leads and manages design, pre‑construction, and construction activities for data center sites. The role coordinates with facilities, contractors, designers, engineers, commissioning agents, vendors, and operations staff to deliver projects on time, within budget and quality goals.
Responsibilities- Manage multiple projects across campuses, maintaining updated budgets, schedules, and status reports.
- Create monthly status updates for executive reviews and present information to support decision making.
- Work with stakeholders, design, and construction teams to create a master development program, including campus design solution and capital budget.
- Manage entitlement and permitting needs for assigned sites.
- Implement and manage multi‑phased site development plans to achieve time, budget, and quality standards.
- Write scopes of work for design, construction, commissioning services and participate in procurement and cost estimates.
- Evaluate and level pricing proposals for design, construction, and commissioning services.
- Collaborate with strategic procurement team on equipment procurement and delivery process.
- Ensure appropriate submittals are coordinated with site stakeholders.
- Monitor and track project budget/cost-to-date against overall budget.
- Establish project schedules and manage teams to on‑time completion.
- Review and approve monthly pay applications from contractors.
- Review change order requests and negotiate pricing.
- Establish site construction security procedures with security team.
- Develop product deployment plans and communicate them with staff.
- Collaborate with sales engineers and product teams to support custom deal solutions within schedule and budget.
- Maintain relationships and liaise with key stakeholders.
- Represent QTS in OAC meetings.
- Build relationships to enhance QTS’s position as a leader in data center real estate.
- Aid in due diligence for potential new sites as needed.
- Work with internal development team to enhance project management processes and protocols.
- Bachelor’s degree in Science, Engineering, or equivalent professional experience.
- Eight or more years of professional experience in commercial construction, managing Lump Sum, Construction Management at Risk, and Design Build delivery methods from concept to closeout.
- Experience with Microsoft Office suite, especially PowerPoint and Excel for program updates and budget management.
- Ability to travel up to 50% of the time.
- MBA or master’s degree in Engineering, Management, or related field.
- Experience delivering mission‑critical data center facilities.
- Extensive experience managing MEP trades.
