Description

The Cabinet for Health and Family Services (CHFS) is one of the largest agencies in Kentucky state government, with nearly 6,500 full- and part-time employees located across the Commonwealth focused on improving the lives and health of Kentuckians. The Division of Regulated Child Care (DRCC) is one of six divisions within the CHFS Office of Inspector General. DRCC is responsible for licensing and certification of child-care providers, as well as residential child caring facilities and child placing agencies.

DRCC also investigates complaints against these facilities, ensuring that proper regulatory action is in place. This Division plays an intricate part in the health, safety and welfare of Kentucky's children.

As the Regional Program Manager, you would serve as the channel of communications and line of authority between the Division Director, Assistant Director and Executive Director for a program office in a multi county region. You will coordinate the activities of managers and staff to attain optimum service delivery in the form of completing surveys, inspections, investigations, and complaints. You will be responsible for personnel to ensure policies and procedures are adhered to.

Responsibilities Include But Are Not Limited To The Following
  • Oversees a Branch Manager and regional office to assure that all licensed and certified child-care programs are surveyed for compliance with applicable regulations.
  • Assures regional office work related to surveys and investigations is completed accurately and within mandated time frames.
  • Serves as the liaison between Central Office management staff and the regional office through frequent communication of regional concerns, issues, and personnel matters.
  • Keeps Central Office management staff updated regarding any Priority I complaints, survey or complaint issues.
  • Responsible for review of employee evaluations, time sheets, and assisting in personnel actions.
  • Evaluates, interprets and apply current policies and procedures relating to departmental program and personnel practices.
  • Serves as liaison to the community enforcing and defining the parameters of the regulations.
  • Conducts performance appraisal for assigned staff.
  • Makes recommendations for personnel actions such as promotion, layoffs, dismissals and other personnel decisions.
  • Recommends training to management staff based on notices of training opportunities for employees within a region.
  • Supervises the maintenance of all regional records. Assigns staff to monitor operations within a region.
  • Represents region and division on inter or intra agency task forces.
  • Meets with civic groups, public officials and the public to explain program policies and regulations and to answer questions of field operations within a region.
