Position

Summary

The Sub-Contracts Manager, Sr. will provide senior-level contracts and subcontract management support for Southern Ohio Cleanup Company contract labor support in Piketon, Ohio. This role manages assigned contracts functions without immediate supervision and supports effective execution of contracting services in alignment with federal contract requirements, quality standards, safety expectations, budgetary guidelines, and project procedures.

The position is responsible for managing the contracting project life cycle,maintaining close coordination with senior and operational management, providing technical and administrative guidance to assigned personnel, andrepresentingthe organization in meetings and presentations with DOE and industry representatives when required.

Responsibilities
  • Plan, schedule, and organize Contracts department activities to ensure effective employeeutilizationand compliance with contract requirements, quality standards, safety expectations, and budgetary guidelines.
  • Manage all aspects of the contracting project life cycle, including scope definition, detailed planning, status tracking, issue management, and communication of project status.
  • Maintain close working relationships with senior management and operational management to ensure contracting services are executedproperlyand business needs are met.
  • Ensure compliance with Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), and applicable project procedures.
  • Serve as a liaison across the company hierarchy to gather and analyze sourcing strategy data and recommend new trends, sourcing approaches, and procedural improvements.
  • Represent the company in meetings withand presentations to DOE and industry representatives.
  • Provide technical and administrative guidance to assigned personnel and mentor higher-level Contracts personnel to prepare them for advancement.
  • Write, edit, review, and approve procedures and analytical data relevant to the assigned section or group.
  • Instruct employees on work methods and performance expectations, fairly evaluate job performance, and provide regular, structured performance feedback.
  • Identify opportunities to improve project team operations and recommend revisions to operating plans and task force functions when appropriate.
  • Provide leadership, motivation, supervision, staff development, planning, and oversight for department activities through subordinate personnel.
  • Manage complex management duties, including budgetary responsibilities and oversight of assigned groups and staff.
  • Maintain a workplace free of harassment, intimidation, and other unlawful or policy-prohibited activities.
  • Maintain knowledge of approved safety policies, procedures, and applicable regulations; perform assigned duties safely; and ensure supervised personnel comply with established safety policies, procedures, and safe work practices.
  • Activelyparticipatein Safety Work Groups and perform other job-related duties as assigned.
Minimum Qualifications
  • BA/BS degree in a related field and 15 years of related experience, or an equivalent combination of education and experience.
  • Typical related experiencerangeof
    15 to 20 years in contracts, subcontract management, procurement, federal contracting, or a closely related discipline.
  • Expert understanding of federal and state policies and regulations, including FAR, DEAR, and applicable project procedures.
  • Experience using basic PC skills, including Microsoft software.
