Regulatory Compliance Specialist
Reporting directly to the Supervising Inspector, this role is responsible for performing inspections to ensure construction projects comply with local and state parameters for the Williamson County Department of Infrastructure. Position is Level III in Inspectors.
Responsibilities- Assists in coordination and planning of training new inspectors
- Performs Supervising Inspector duties in the absence of the Supervising Inspector
- Conducts and performs construction project inspections for subdivision construction, county road special projects, road bond projects and utility relocations
- Performs and documents public and occupational safety inspections and investigations including collection of data, case investigation and documentation
- Conducts various on-site visits to conduct quality control on work being performed in compliance with the Stormwater Pollution Prevention Plan
- Collaborates and attends pre-construction meetings to coordinate project specifications associated with contractor scheduling, sampling, and identifying testing requirements
- Samples asphalt and aggregates according to TxDOT testing specifications
- Reviews various reports related to contractor estimate pay, geotechnical subgrades and testing results from various sources
- Meets with landowners, engineers, and contractors to respond to questions and issues
- Responds to technical questions from homeowners, designers, County Commissioners, and other Williamson County Officials regarding procedures, requirements, and design standards
- Monitors third party sampling and collects data and analysis on compliance measures
- Performs contract compliance by ensuring terms and conditions are met
- Maintains accurate daily construction diaries and records as well as oversees retention and storage of department files
- Monitors and oversees plans of traffic control signs and barricades in compliance with the Texas Manual on Uniform Traffic Control Devices (TMUTCD) for procedural purposes
- Assists with public information requests and document management
- Assists in the management of the maintenance records tracking system
- Handles cash/checks or other deposits
- Attends all meetings and trainings, as required

- Position involves prolonged sitting at a workstation, visual examination of documents, reaching, walking, twisting, bending, standing and occasional lifting/carrying.
- Position involves safely operating a motor vehicle.
- Indoor and outdoor work in all environments, including inclement weather.
- Travel between work sites is required.
- Exposure to dust, chemicals, fumes, bacteria, fungus, and high noise levels.
- Work outside of normal office hours (Monday‑Friday 8 a.m. to 5 p.m.) may be required.
- May be deemed essential personnel in the event of an emergency.
- Serves as on‑call status as needed.
- High school diploma or equivalent.
- Four (4) years of experience in construction roadway including two (2) years of inspection experience.
- Superior knowledge of construction materials, including construction materials sampling and testing.
- Superior knowledge of Microsoft Office Suite and construction material tracking applications.
- Associate degree in a related field (preferred).
- ACI (American Concrete Institution) Concrete Materials Certification (preferred).
- Stormwater One Training Certification (preferred).
Required within thirty (30) days of employment: Valid Texas driver’s license.
Required within six (6) months of employment: Level 1 B Asphalt Inspection License.
