Position: FINANCIAL MANAGER (NGT5133000) with Security Clearance

Duties

* Males born after 31 December 1959 must be registered for Selective Service.
* May be required to successfully complete a TWO (2) year trial period.
* Participation in direct deposit is mandatory.
* Federal employment suitability as determined by a background investigation. Must be able to obtain and maintain the appropriate SECRET security clearance for the position within a ONE (1) year of the appointment.
* Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
* Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
* Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
* Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
* Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
* Must possess a valid PR state driver's license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
* This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
* THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.
* Incumbent of this position must achieve FINANCIAL MANAGEMENT CERTIFICATION Level 2 within TWO (2) years of notification of applicable certification requirements or the period of any extension.
* Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5

CFR Part 2634, Subpart I USOGE, 2/24).
* Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7, Joint Ethics Regulation, Effective May 15, 2024
* This is a Testing Designated Position (TDP). The incumbent is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Qualifications AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. AREA 1 = All permanent employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.

AREA 2 = All indefinite employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
