EHS Manager

The EHS Manager is responsible for developing, implementing, and maintaining all environmental, health, and safety programs at the used‑oil re‑refinery. This role ensures compliance with federal and state regulations governing hazardous waste management, oil re‑refining operations, emissions controls, and workplace safety. The EHS Manager leads environmental permitting, safety systems, incident investigations, industrial hygiene, emergency response, and proactive risk‑reduction initiatives.

• Manage environmental compliance for used‑oil collection, storage, transfer, processing, and re‑refining activities.
• Maintain permits for air emissions, wastewater discharge, stormwater, hazardous waste storage/processing (RCRA), SPCC, and used‑oil management standards (40 CFR Part 279).
• Oversee sampling, testing, and documentation required for used‑oil contaminants (e.g., halogens, metals, PCBs).
• Ensure compliance with EPA, state environmental agencies, and local regulatory authorities.
• Lead environmental audits, inspections, and agency interactions.
• Direct waste minimization, secondary containment, tank integrity programs, and waste disposal operations.

• Implement and maintain site safety programs including LOTO, confined space, hot work, hazard communication, and contractor safety.
• Manage facility Process Safety elements for systems involving distillation, hydrotreating, thermal processes, or flammable materials.
• Conduct safety observations, job hazard analyses (JHAs), and incident investigations with root cause analysis.
• Oversee industrial hygiene programs (air monitoring, chemical exposure, noise, heat stress).
• Lead regulatory reporting (OSHA logs, near‑miss tracking, incident reports).
• Coordinate emergency preparedness plans for fires, chemical releases, spills, and natural disasters.

• Deliver training on OSHA, EPA, DOT, and used‑oil handling requirements.
• Support and coach frontline supervisors, operators, and maintenance staff on safe work practices.
• Lead Emergency Response Team (ERT) training, drills, and incident command responsibilities.

• Participate in Management of Change (MOC) for equipment, process modifications, or chemical additions.
• Support turnaround planning, contractor onboarding, and safe permitting processes.
• Work with operations and engineering to identify hazards and implement engineered risk controls.
• Track and report environmental and safety KPIs to site leadership.

• Bachelor's degree in Environmental Science, Engineering, Safety, or related field.
• 5-10+ years of EHS experience in used‑oil re‑refining, petroleum terminals, chemical processing, waste management, or similar industrial operations.
• Strong working knowledge of:
  • RCRA hazardous waste regulations
  • Used‑oil management standards (40 CFR 279)
  • Air emissions regulations (e.g., Title V, NSPS, MACT)
  • OSHA 1910 general industry requirements
• Experience leading programs in high‑hazard industrial facilities.

• Professional certifications (CSP, ASP, CHMM, CIH).
• Experience with tank farm operations, thermal processing, distillation, or hydrotreating.
• Background with ISO 14001, RC14001, or similar management systems.
• Experience managing DOT hazardous materials compliance (49 CFR).
