Location: Robins Air Force Base
Duties As a Civil Engineer, GS-0801-12, you will:
Plan and schedule work in a manner that promotes a smooth flow and even distribution. Coordinate plans and schedules with other organization managers and customers as appropriate. Identify need for changes in priorities and take action to implement such changes. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules. Assign work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.
Balance workload and provide advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structure assignments to create effective and economical positions. Coordinate with other organization managers and customers as appropriate. Review organization mission, functions, and manning. Identify requirements and initiate requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives.
Provide advice to supervisor on significant issues and problems related to work accomplishment. Establish metrics and utilize analysis systems to ensure actions are timely and reviewed at critical points. Accept, amend, or reject work presented by subordinates. Perform self-assessments and present detailed and comprehensive reports with any corrective action taken to supervisor. Follow-up to ensure complete and quality resolution of discrepancies.
Assess and revise policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Be responsible for the acquisition, construction, maintenance, repair, and operating of real property facilities, and provide related management, engineering, and other support work. Specifically, this includes (a) acquisition, accountability, and disposal of real estate; (b) planning and programming of total requirements for the maintenance, repair, and construction of facilities including financial management of facility programs;
(c) provision of basic utility services; (d) maintenance and repair of structures and associated equipment; (e) furnishing snow removal, pest control, fire prevention, and engineering services activities. Exercise authority in planning, directing, controlling and coordinating architectural or engineering activities. Direct total operations through subordinate civilian supervisory and non-supervisory personnel. Plan, schedule and assign work; establish and monitor internal controls; and ensure uniform application of regulations, policies, directives, and professional engineering practices.
Consider a variety of elements in determining funds available, contour of land, soil condition, weather and its effect upon building material, new engineering concepts, USAF Guides, etc. Utilize program and planning documents in determining real property facility requirements for programmed units and activities within the installation. Accomplish long and short range planning for replacement of facilities or equipment including contingency operations for potential war or domestic emergency conditions.
Oversee development and time phasing of operations and maintenance of real property facility and construction programs to ensure assimilation into the overall installation program. Be responsible for implementation of the "total programming" concept for maintenance, repair, and construction of facilities. Advise on and reprogram activities to meet changes in mission and/or objectives requiring Commanders decision on phasing of specific activities and/or coordination with other activities.
Represent the Base Architect/Engineer at meetings and conferences with HQ ANG and intermediate command staff, Commanders and staff representatives of tenant organizations, Division and District Engineer representatives of the Corps of Engineers and Naval Facilities Engineering Command, metropolitan airports commission staff; FAA, Veterans Administration, highway department representatives;
Federal, states, and city Environmental Protection Agency representatives. Coordinate on plans, exchange information, recommend policy or procedures and keep apprised of new architecture and engineering developments. Make decisions in line with prior ANG Base policy and planning, such as priority of new construction, acceptance of completed work, facility disposal, real estate acquisition, utilization, or disposal actions. Plan required organizational structures to establish the essential functional elements necessary to carry out architectural/engineering responsibilities most effectively and economically.
