Tattnall County Board of Commissioners is currently seeking a dedicated hardworking individual to join our team. In this position, you will perform high level administrative, technical and professional work in directing and supervising the administration of county government, managing the daily operations of the County Government, and maintaining direct communication with all Constitutional Officers and Department Managers to ensure all County Departments are functioning in compliance with all Federal, State and Local laws, policies and procedures.

Responsibilities and Duties:
- Manages and supervises departments and offices of the county to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed
- Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenue and expenditures in assigned area to assure sound fiscal control; works with the Commissioner’s as the budgetary authority to develop an annual budget; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
- Provides leadership and direction in the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
- Provides professional advice to the County Commissioners and department heads; makes presentations to councils, boards, commissions, civic groups and the general public;
- Represents the County and the Board of Commissioners by serving as a member of local and/or regional boards, councils, or committees.
- Communicates official plans, policies and procedures to staff and the general public.
- Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
- Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures
- Reviews federal, state and local statutes and sees that all laws and ordinances are faithfully performed.
- Prepares and submits a preliminary annual county budget. Administers the adopted budget of the county; supervises all purchasing activities; reviews invoices for proper payment; signs checks.
- Advises the County Commissioners on financial conditions and current and future county needs.
- Attends all meetings of the County Commissioners and any other meetings at which attendance may be required. Prepares agenda for Commissioner meetings and other official functions. Prepares award presentations.
- Develops request for proposals, work specifications, and operational plans for county projects; oversees construction to make sure it conforms to specifications and plans. Completes grant applications and supervises report submission.
- Maintains direct communication with all Constitutional Officers and Department Supervisors to ensure all County departments are functioning in compliance with all Federal, State and Local Laws, Policies and Procedures. Also conduct meetings with all Constitutional Officers to discuss specific problems, concerns, short/long term goals for the County.
- Performs other related duties as required or assigned.
Necessary
Knowledge, Skills and Abilities:
- Considerable knowledge of modern policies and practices of public administration; working knowledge of county finance, human resources, public works, public safety, and community development;
- Skill in preparing and administering county budgets; skill in planning, directing and administering county programs.
- Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, county officials and the public; ability to efficiently and effectively administer a county government.
