Penn Line Enterprises is seeking candidates for a full-time Human Resources Coordinator. This position offers a wide range of benefits including medical, dental, vision, Short-Term Disability, ESOP, 401(k) with match, paid vacation days, and paid holidays.
This job is located on-site in Scottdale, PA (Westmoreland County).

I. Job Overview and General Purpose

The Human Resources Coordinator assists the Human Resources Department with daily administrative duties following all applicable company policies and procedures and performs related work as assigned.

Essential Duties and Responsibilities Duties

Provides effective, diverse, decentralized support to all operations by achieving the following results:

Assists the department in carrying out various human resources programs and procedures for all company employees.

Assists with maintaining driver file compliance in accordance with applicable federal regulations and Penn Line’s policies; completes and issues MVR Permission Reports; ensures appropriate pricing is reflected in the billing received from TPA per the signed contract.

Assists with onboarding new hires: E-Verify, I-9s, rehire checks, background checks, employment authorization documents, Social Security Number verifications, etc.

Serves as a back-up to HR Coordinator (Drug and Alcohol Testing Program), HR Generalists, and Benefits Specialist, as needed.

Processes safety glasses reimbursements and verifications of employment.

Facilitates the use of the Human Resources Information System (HRIS) module in COINS ERP, third‑party vendor driver file software, benefits software, and ATS/Onboarding software to support record‑keeping and verification initiatives.

Complies with applicable federal, state and local laws, rules and regulations; maintains knowledge of and follows all company policies and procedures.

Prepares, organizes, secures, scans, files and maintains human resources information, general correspondence, legal documents, team member personnel records and other related documents into COINS ERP in a timely manner.

Interfaces with managers, employees and co‑workers to answer questions relating to human resources issues and forwards unresolved issues to appropriate party.

Other Duties

Administers programs, procedures, and guidelines to help align the workforce with the strategic goals of the company.

Participates in administrative staff meetings and attends other meetings and seminars as necessary to represent the department.

Administrative duties and projects, as assigned.

Education/Experience

High school diploma or equivalent required;
Associate’s or Bachelor’s degree preferred. One to three years of office/clerical support experience in human resources or related field. Construction type industry experience preferred.

Language Skills

Written Comprehension — the ability to read and understand information and ideas presented in writing; the ability to effectively communicate information and ideas using various reports and other correspondence in writing.

Reading Comprehension – the ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals, etc.

Oral Comprehension — the ability to listen to and understand information and ideas presented through spoken words and sentences, as well as the ability to effectively communicate information and ideas when speaking to individuals and groups. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

Mathematical Skills

The ability to effectively understand and apply basic concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to understand and effectively work with mathematical concepts such as probability and statistical inference.
