Position Title
Location Procurement Manager (New Factory Launch & Cap Ex)
Responsibilities- Develop the site supply chain: Identify, qualify, and onboard local/regional suppliers for direct and indirect categories to support factory ramp‑up.
- Cap Ex sourcing & execution: Lead procurement activities for capital equipment, construction‑related spend, utilities, and facility services (RFQs, bid analysis, negotiations, award recommendations).
- Capital expense governance: Partner with Finance and Project Controls to ensure purchasing aligns to approved budgets/authorizations; track commitments vs. budgets.
- Contracting & commercial terms: Draft, negotiate, and manage contracts, statements of work, service level agreements, and change orders in collaboration with Legal and stakeholders.
- Supplier performance management: Establish KPIs (quality, delivery, cost, responsiveness), conduct reviews, drive corrective actions, and mitigate supply risk.
- Cross‑functional collaboration: Serve as the procurement lead for site projects, partnering with Engineering, Maintenance, Operations, Quality, IT, and EHS to define requirements and ensure timely execution.
- Strategic sourcing: Develop location strategy to support product development and ramp‑up, leverage corporate agreements, and execute make/buy and total‑cost‑of‑ownership analyses.
- Systems & process setup: Implement/standardize purchasing processes and ensure data accuracy in ERP/eProcurement tools.
- Compliance & ethics: Ensure adherence to procurement policies, competitive bidding requirements, delegation of authority, and audit expectations.
- Basic Qualifications:
- Bachelor’s degree in supply chain, business, engineering, or finance.
- 5+ years of procurement/sourcing experience in manufacturing, industrial, automotive, food & beverage, chemicals, or related environments.
- Demonstrated experience sourcing and executing capital projects (Cap Ex) such as equipment purchases, construction trades, MRO, and/or facility services.
- Proven negotiation skills with experience leading RFx processes, supplier selection, and contract awards.
- Strong financial acumen (budgeting, commitment tracking, total cost of ownership, cost breakdown/should‑cost analysis).
- Experience working cross‑functionally with Engineering/Operations and managing multiple concurrent priorities.
- Proficiency with ERP and procurement tools and strong Excel skills.
- Ability to work on‑site and travel as needed during the build and ramp phases.
- Must be eligible to work in the US with no sponsorship now or in the future.
- Preferred Qualifications:
- Experience supporting a greenfield/new facility launch, major expansion, or plant turnaround.
- Knowledge of construction and project procurement (GC/CM, subcontractors, equipment installs) and common contract types (lump sum, T&M, unit rate).
- Familiarity with supplier qualification processes, quality management systems, and supply risk assessments.
- Professional certification such as CPSM, CPM, CSCP, or PMP.
- Experience with cost estimating, change order management, and Cap Ex project reporting.
