Purpose of Classification

Plans, directs, and implements resources, programs, staff, and activities of the County Transportation System, Solid Waste Management, Commercial and Residential Development, and the operations and activities of Fleet Maintenance and the County Service Station. Reports directly to the Chief Operating Officer (COO).

Essential Functions

Manages and evaluates staff; addresses all employee concerns; directs work assignments; counsels and disciplines employees when necessary; completes employee performance appraisals.

Develops plans, proposals, goals, and objectives pertaining to County transportation systems, solid waste management and private developments; analyzes County needs, citizen concerns, projected growth, and other issues; coordinates with the Chairman, Commissioners, and the COO in the development of department goals and objectives.

Establishes policies and procedures; allocates resources; assesses department operations and makes program, policy, and operational changes as needed.

Directs department programs and operations including Transportation Systems development and maintenance, solid waste management, contracts administration, public work projects, residential and commercial developments, and fleet operations.

Allocates department resources; provides direction to section managers; ensures goals and objectives are considered in the execution of programs and activities.

Consults with COO, Commissioners, other elected officials, and other department directors concerning programs and initiatives.

Reviews and approves budgets submitted by department sections; submits to Chairman for consideration and approval; and directs the management and allocation of approved department budget, ensuring adequate funds for schedules projects, improvements, developments, etc.

Ensures Fleet Maintenance and the County Service Station comply with all applicable codes, including OSHA, EPA, NFPA, laws, rules, regulations, standards, policies, and procedures; ensures adherence to established safety procedures; initiates any actions necessary to correct deviations or violations.

Maintains a comprehensive, current knowledge of applicable laws/regulations, including OSHA, EPA, and NFPA; maintains an awareness of new trends and advances in the Fleet Maintenance profession.

Prepares and reviews various reports on department activities, status of projects, and use of resources.

Processes paperwork, and prepares correspondence.

Establishes effective professional relationships with commissioners, officials from state, federal and local agencies; community organizations, and County residents; communicates and coordinates with other jurisdictions on infrastructure improvements which affect two or more entities; and represents the department in meetings, on task forces, etc.

Additional Functions

Verifies reports, materials, cost analyses, and production reports prepared by subordinates.

Performs other related duties as required.

Minimum Qualifications

Bachelor’s Degree in Civil Engineering, Transportation Engineering, or a related field; supplemented by six (6) years of progressively responsible experience managing transportation and development programs; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.

Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
