Position Overview

The American Red Cross is currently seeking a Mobile SAF‑IS Regional Program Specialist to support the Service to Armed Forces and International Services Division mission. This regionally focused role is part of our mobile staff and requires meeting strict medical and security clearances prior to employment. Worldwide deployment is a condition of employment. Mobile staff members typically deploy for 6 months at a time, approximately once every 18‑24 months, and can be sent to any military base in the world.

Relocation assistance is only available for current employees within a 50‑mile radius within the division.

Responsibilities Relationship Management and Community Outreach
  • Build strong relationships with military leadership, key organizations, and community leaders.
  • Cultivate relationships and partnerships with external constituents in the local community, including government organizations, corporate partners, civic organizations, and other charitable and nonprofit agencies to further the mission of the Red Cross. Outreach includes command meetings, education briefings, presentations, or information sessions.
  • Build community presence through marketing opportunities with the local Armed Forces Network, utilization of social media platforms, and local base advertising opportunities.
Volunteer Management
  • Manage a volunteer engagement program and cycle to enable delivery of all Red Cross programs and services on a military installation and in the local community.
  • Recruit and train volunteer leaders to support placement and supervision of staff and programs in SAF/IS U.S. services, training services, disaster cycle services, and supporting Armed Forces Blood Services.
  • Effectively use the Volunteer Connection Platform to manage, document, train, recognize, and communicate with volunteers within the local footprint.
Service Delivery Management
  • Provide supervision of volunteer service delivery staff.
  • Coordinate services to military treatment facilities and VA hospitals through rehabilitation programs, material assistance, resiliency training, and morale items.
  • Ensure community outreach through command meetings, education briefings, presentations, or workshops.
  • Implement a strong military community outreach program and special events supporting SAF/IS U.S. initiatives.
  • Manage support services to military members and their families, including family follow‑up information and referrals.
  • Provide support for the emergency communications center with local information as appropriate.
  • Develop outreach strategies to promote International Services U.S. programs and ensure community awareness.
Financial and Reporting Management
  • Develop and manage budgets and expenditures to keep programs operating within budget.
  • Monitor and report on program outcomes and results to ensure accountability and make recommendations for continuous improvement.
Qualifications
  • Bachelor’s degree in business or public administration, human resources management, community organization, social or health sciences, or related field (or equivalent experience).
  • Minimum 5 years of related experience in program management or related field.
  • Strong computer skills, public speaking, effective verbal and written communication, strong interpersonal skills, and ability to work individually or in a team.
  • Ability to balance multiple priorities.
Work Conditions

Opportunities for standing, walking, and manipulating light to medium weights (up to 20 pounds). Requires good hand-eye coordination, arm and finger dexterity, and visual acuity to use a keyboard, operate equipment, and read technical information. May include sitting for long periods, driving a vehicle, and working under challenging conditions. Work is performed indoors with potential exposure to safety and health hazards related to emergency services relief work.

Employees may travel and participate in meetings and conferences throughout the jurisdiction and across the Red Cross system. Due to the nature of disaster response, staff may be on a 24‑hour call during major disasters.
