Tax Appraiser II Grade 14 Salary: $42,432.00 ($20.40 hr) - $45,905.60 ($22.07 hr)

PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform specialized administrative/technical work functions associated with the appraisal of real and personal property for assessment purposes.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

Interprets and applies state and local laws pertaining to property appraisal and assessment.

Locates and identifies real property, referring to various maps, property indexes, directories and other documents.

Conducts field appraisals of property; measures property size, shape, square footage, etc.; collects data relative to number of rooms, type of construction, age, and other conditions effecting values; records data; prepares property sketches; makes calculations and applies such data to appraisals of specific buildings.

Prepares detailed property record cards for use in calculating appraised values.

Collects data relative to land valuations and applies such data in appraising specific parcels of land.

Processes documentation pertaining to personal property tax assessments; prepares/distributes personal property reporting forms; audits personal property records; interprets returns using various pricing valuation methods; correlates reported values with fair market values; researches discrepancies in information.

Appraises fair market value of all taxable personal property; performs site inspections; records data.

Reviews various records and documentation in association with determining appraised values; researches public records of sales, leases, assessments and other transactions to verify sales data; maintains equalization of comparative properties; verifies ownership for proper classification of property; interprets statistical data.

Identifies other factors impacting value of existing properties (e.g., remodeling, new features, changes in classification, etc.); takes such factors into consideration in determining appraised values.

Maintains sales ratio data; analyzes sales information.

Updates existing property records through field inspections, sales report analyses, and other sales information.

Values new parcels of land (e.g., new subdivisions, parcel splits, map changes).

Maps property lines, parcel splits and acreage on maps.

Analyzes and finalizes values for assessment notices.

May inspect mobile homes for proper decal; compiles inspection data and forwards as appropriate.

Reads and interprets blueprints, floor plans, maps, plats, etc.

Performs data entry functions by keying data into computer system; retrieves, reviews or modifies data in computer database; generates computerized reports.

Processes a variety of documentation associated with departmental operations, per established procedures and within designated time frames; distributes documentation or maintains records as appropriate.

Compiles and/or tracks various administrative and/or statistical data pertaining to departmental operations; performs basic research as needed; makes applicable calculations; prepares or generates reports; maintains records.

Prepares routine correspondence, forms, reports spreadsheets, and other documents manually or via computer and/or typewriter.

Receives various documentation; reviews, processes, responds, forwards, maintains, and/or takes other action as appropriate.

Communicates with property owners to provide information/education, resolve problems, etc.; assists public with information requests on property ownership, value, legal description, purchase price, and date of purchase.

Coordinates effective communications by initiating outgoing communications, responding to incoming communications, and relaying information between the department and other departments, outside agencies, and the general public.

Answers the telephone; provides information; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.

Responds to routine requests for information or assistance from members of the staff, the public, or other individuals.

Maintains a comprehensive, current knowledge and awareness of applicable laws and regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

May provide direction, assistance and/or training to other staff members.

ADDITIONAL FUNCTIONS

Operates/maintains a motor vehicle in performing inspection activities.

Processes and defends appeals of value to the Board of Tax Assessors.

Receives, opens and distributes incoming mail; prepares outgoing mail.

Copies and distributes correspondence, memoranda, reports, and other related materials.

Initiates/receives facsimile transmission of documents via facsimile machine.

Prepares departmental files; maintains file system of departmental records.
