Position: SEXUAL ASSAULT PREVENTION RESPONSE VICTIM ADVOCATE (SAPR VA) (NG with Security Clearance

Duties
* Selected applicant(s) will be required to complete an online Onboarding process. Requirements Conditions of employment
* Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
* Males born after 31 December 1959 must be registered for Selective Service.
* Federal employment suitability as determined by a background investigation.
* May be required to successfully complete a TWO (2) year trial period.
* Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
* Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
* Must possess a valid PR State driver's license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
* Federal employment suitability as determined by a T3 background investigation. Must possess or be able to obtain and maintain the appropriate SECRET security clearance within ONE (1) year of appointment.
* Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
* Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
* The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
* Position designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
* Incumbent of this position must be able to obtain required certifications, as applicable.
* Must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate. An active D-SAACP certification must be maintained for this position Within SIX (6) months of appointment
* Incumbent must maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03 as a condition of employment.
* In the event that D-SAACP certification expires, is suspended or is revoked, the individual is not authorized to serve in any SAPR position or perform SAPR duties until D-SAACP certification is reinstated.
* Failure to maintain D-SAACP certification may result in disciplinary and/or adverse action up to removal from federal service.
* Incumbent must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on an on-call or rotational basis.
* On-call/rotational status requires that SAPR VA work hours a requirement to be available 24/7, to respond to calls received via the helpline, from military or civilian law enforcement or from the military treatment facility or local hospital. Qualifications AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

AREA 1 = All permanent employees (NG T32/NG T5) within Puerto Rico Army National Guard. AREA 2 = All indefinite employees (NG T32/NG T5) within Puerto Rico Army National Guard. AREA 3 = Current serving members of the Puerto Rico Army National Guard. AREA 4 = Prior (former) members of the Puerto Rico Army National Guard. AREA 5 = Current Federal Employees (from any agency).

AREA 7 = US Citizens. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).

NOTE:

NG T32 employee selected for this position will not have the right to return to their former Dual Status (DS) military technician position after conversion to NG T5. DUTIES:
As a SEXUAL ASSAULT PREVENTION RESPONSE VICTIM ADVOCATE (SAPR VA) (NGT
5920000), GS-0101-11, you will serves as the Sexual Assault Prevention and Response (SAPR) Victim Advocate (VA) as the primary SAPR program victim assistance resource at the installation for all supported tenant commands in high concentration areas. The SAPR VA provides sexual assault victim advocacy and a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented. This includes accepting Restricted and Unrestricted Reports of sexual assault, providing referrals, and informing victims of their options.

Advocacy support includes risk screening, ongoing non-clinical safety assessment and planning, and needs assessments for adult victims of sexual assault. The SAPR VA reports to, is supervised, and evaluated by the Supervisory Principal Sexual Assault Response Coordinator (SARC). PHYSICAL DEMANDS:
