Description- Manage CLIENT information content throughout its life cycle from creation to disposal of temporary content and archiving/transferring permanent content to the National Archives in accordance with 44 U.S.C. Chapter 31 and 33, 36 CFR Parts , 41 CFR Part 102-193, OMB/NARA M-19-21 and M-23-07 extension, and DoDI 5015.02.
- Work with the CLIENT Records Officer to ensure the transfer of eligible records to a records center, the prompt disposal of temporary records when their retention periods expire, and the timely transfer of permanent records to NARA.
- Provide administrative and programmatic support to the Government in the execution of the Records Management Program, including continuous process improvement, and formally recommend at least two process improvements to the COR annually.
- Draft a comprehensive project plan for Government approval of the Records and Information Management (RIM) Program.
- Deliver a fully updated draft of the CLIENT Records Disposition Schedule (RDS) to include research, scheduled meetings, and new schedule creations.
- Provide guidance in the setup, monitoring, and maintenance of records management repositories and libraries within SharePoint online.
- Manage the reduction of CLIENT records holdings through the identification of records that have met their disposition date and facilitation of the disposition process.
- Provide direct client support in the maintenance and administration of CLIENT office records filing and editing/proofing generated documents.
- Oversee overall program execution encompassing Automatic Declassification reviews, Statutory Records Management Compliance, and Freedom of Information Act (FOIA) Program Support.
- Deep operational knowledge of maintaining compliance with National Archives governances, specifically 44 U.S.C. Chapter 31 and 33, 36 CFR Parts , OMB/NARA M-19-21 and M-23-07 Directive Transition to Electronic Records, and DoDI 5015.02.
- Experience utilizing NARA’s Archives and Records Centers Information System (ARCIS) for processing SF-135s (Records Transmittal and Receipt).
- Technical proficiency to provide guidance in the setup and maintenance of records management repositories within SharePoint online.
- Ability to conduct program analysis and furnish strategic recommendations, including developing and delivering briefings and leading training sessions for leadership and managers.
- Must be a United States citizen with an active Top Secret/SCI clearance.
Skills:
- Experience utilizing the National Archives and Records Administration’s Electronic Record Archives (ERA) system.
- Proven ability to create a forward-looking RIM strategic plan that aligns with Agency goals and Federal Mandates, including digitization and modernization objectives.
- Previous experience developing and implementing a formal Quality Control Plan that details the process for reviewing records and ensuring accuracy, consistency, and compliance.
- Familiarity with Critical Nuclear Weapons Design Information (CNWDI), Restricted Data (RD), and Formerly Restricted Data (FRD) handling requirements..
