Position DutiesThe Maryland Police and Correctional Training Commissions (MPCTC) seeks a Senior Instructor for the Leadership Development Institute at the Public Safety Education and Training Center.
Key responsibilities include:
- Curriculum innovation and teaching: develop, revise, and implement lesson plans, training materials, and assessments for executive and supervisory leadership programs.
- Facilitate and deliver both in‑person and hybrid training and workshops to achieve learning objectives.
- Strategic oversight: manage training schedules, collaborate with external trainers or vendors, and maintain accurate records of training activities.
- Regulatory compliance: ensure all programs and training initiatives meet COMAR standards.
- Mentorship and collaboration: provide technical assistance and instructional support across MPCTC units.
- Bachelor’s degree from an accredited college or university.
- Five years minimum of experience working for a public safety agency.
- Candidates may substitute additional professional experience on a year‑to‑year basis for the required education.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer on a year‑to‑year basis for the required experience.
- Minimum of two (2) years of experience as a First Line Supervisor or First Line Administrator within a public safety agency.
- Minimum of two (2) years of experience in the development, coordination, and delivery of COMAR‑mandated programs (e.g., First Line Administrator or Supervisor, Basic Instructor).
- Possession of a current MPCTC Instructor Certification, or ability to obtain certification within six months of hire.
Preferred Qualifications
- Successful completion of a public safety First Line Supervisor, First Line Administrator, and/or leadership command program.
- Demonstrated success in planning, organizing, and implementing training initiatives for public safety agencies.
- Proficiency in systematic revision and quality control of curricula to meet evolving professional standards.
Fluency in spoken and written English is required. Ability to communicate respectfully with diverse populations is essential. Professional working fluency in Spanish, Mandarin, Korean, or other languages is a plus.
