The Role
The Expert Counterintelligence (CI) Instructor & Course Developer serves as a senior subject matter expert (SME) responsible for the design, development, delivery, and continuous improvement of advanced CI planning training programs.
What You'll Get To Do Instruction & Training Delivery- Deliver advanced-level resident CI Planner Course.
- Facilitate interactive, scenario-based training exercises, including case studies, red/blue team exercises, and threat simulations.
- Lead discussions on CI doctrine, strategy, operations, and risk mitigation.
- Evaluate student performance and provide actionable feedback on CI planning methodologies.
- Lesson plans
- Instructor guides
- Student workbooks
- Practical exercises and assessments
- Ensure alignment with:
- ODNI/NCSC guidance
- Intelligence Community Directives (ICDs)
- DoD and interagency CI policies and frameworks
- Incorporate current threat intelligence (nation-state, insider threat, cyber-enabled CI risks).
- Conduct periodic curriculum reviews and updates based on evolving threats and customer feedback.
- Develop training evaluation metrics and after-action reports.
- Collaborate with government stakeholders to refine course objectives and outcomes.
- Support course accreditation and compliance requirements (e.g., adult learning standards, federal training frameworks).

Qualifications Education- Bachelor's degree in related field (Master's preferred)
15+ years of experience conducting and/or oversighting controlled CI activities (investigations, operations, collection) within the U.S. Intelligence Community or other federal agency environment. Must be a credentialed CI Special Agent.
Demonstrated Experience In- Developing and delivering formal training programs
- Writing CI plans, strategies, or assessments
- Supporting interagency or joint operational environments
