Provide professional fiscal management of local Department of Social Services (WCDSS) fiscal operations to Adult, Child and Family Services for a total of $1.6M. This position functions as a budget analyst for WCDSS. This position is responsible for establishing and maintaining financial and management systems including budget, accounting, budgetary projections, auditing and expenditure control. This position develops and implements financial goals, procedures, and objectives.

• Customer Service and Fiscal Management-Provides professional accounting management of fiscal operation for local DSS office consisting of monitoring, processing and tracking funds for all Adult, Child and Family Services to meet the goals and objectives of the Department of Human Services and Washington County.
• General Accounting/Reconciliations
  - Responsible for general accounting functions to ensure safeguarding of assets and accountability for funds, in accordance with GAAP and state & local procedures. This is done by reviewing and recommending implementation of procedures, which guarantee secure internal control.
• Ensures timely and accurate submission of fiscal and procurement reports, monthly & quarterly, as required by DHS, local, General Accounting Division and local DSS procedures. Creates detailed supplemental Excel spreadsheets.

A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

• Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
• Applicants who have met the requirements for admission to the CPA examination prior to July 1,1974 will be considered to have met the educational requirement referenced above.
• Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
• Applicants may substitute one year of professional auditing experience for one year of the required experience.
• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

• One year of experience preparing and/or overseeing a budget.
• One year of specialized experience conducting internal or external financial audits.
• One year experience preparing accounting and compliance reports.
• Bilingual written and communication skills.
