Pro Sidian seeks a Senior Technical Guidance Analyst | Classification and Control Guidance Development, Revisions, and Review Engagement Team | Analyst 4 Labor Category - STD Level Exempt Professional aligned under services related to NAICS: 541611 located Washington, DC supporting The Office of Environment, Health, Safety, and Security (EHSS) is The Department of Energy (DOE)'s central organization responsible for health, safety, environment, and security;
providing corporate-level leadership and strategic vision to coordinate and integrate these vital programs. EHSS is responsible for policy development and technical assistance; safety analysis; and corporate safety and security programs. The Office of Environment, Health, Safety and Security advises DOE Senior Leadership on all matters related to environment, health, safety and security across the complex.
Seeking Senior Technical Guidance Analyst candidates with relevant Energy, Resources, And Industrials Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Energy, Resources, And Industrials Sector Clients such as EHSS. This as a Contract Contingent or Contract W-2 (IRS-1099) Position and Pro Sidian reserves the right to convert to a Full-Time Pro Sidian employed W-2 Position.
JOB OVERVIEW
- Provide services and support as a Cost Reimbursement (Senior Technical Guidance Analyst) in the Energy, Resources, And Industrials Industry Sector focussing on Human Capital Solutions for clients such as The Department of Energy ( DOE | OC - EHSS) | Office of Classification (OC) | Office of Environment, Health, Safety, and Security (EHSS) Located In Washington, DC and across the Mid Atlantic Region.
RESPONSIBILITIES AND DUTIES - Senior Technical Guidance Analyst
- Lead the development, review, and revision of classification guidance for DOE Headquarters and field offices.
- Provide technical analysis and review of classification policy and guidance.
- Serve as the first or second author of classification guides, working closely with federal staff in the Office of Technical Guidance.
- Provide guidance on using specialized software like XML editors and SharePoint for formatting and managing classification guidance.
- Use classified networks (C-NET and NNSA ESN) for managing guidance documents.
- Serve as a subject matter expert, attending meetings and phone calls to support guidance development with DOE stakeholders.
- Conduct quality assurance reviews and manage approval packages for classification-related documents.
- Support the maintenance of classification systems, including GDTS, and coordinate guide distribution.
- Provide logistic support for classified and unclassified meetings.

- Expertise in classification/declassification processes, including EO 13526.
- In-depth knowledge of DOE classification policies and systems.
- Ability to manage high-level classification documents and serve as a lead reviewer for sensitive materials.
Education / Experience Requirements / Qualifications
- Bachelor's degree in Public Administration, Information Systems, or related field.
- 10+ years of experience in classification guidance and policy development.
- Experience using classified networks and technical document software (e.g. XML, SharePoint).

- Expertise in document and policy analysis.
