Position OverviewThe Director of Nursing (DON) is responsible for developing, planning, and implementing an integrated program of nursing service for the Department of Juvenile Services. The DON oversees and directs the 24/7 nursing operations at the eight DJS residential facilities and the DJS shelter. The DON supervises the three regional Nurse Managers who supervise the RN Supervisors at each facility and indirectly supervises subordinate nursing staff and non-licensed health care staff.
The DON ensures nursing services are provided in compliance with regulatory, community, accreditation standards and security protocols. Work schedule is day shift. Potential for telework up to 2 days per week. The incumbent is subject to call-in and comp time based on nursing coverage. Shift may be adjusted to meet needs of DJS facilities.
- Designs, develops, implements, and evaluates the philosophy, objectives, standards and policies of nursing practice and interprets them to administrative personnel;
- Develops, reviews, and modifies nursing protocols and procedures and assists in reviewing and revising DJS policy;
- Coordinates nursing services in an interdisciplinary fashion with other disciplines within DJS such as physician, dental, behavioral health, nutritional, case management, residential/group life, transportation, executive, and support services.
- Ensures consistent, high-quality nursing and somatic health care of youth in DJS facilities through continuous quality improvement and quality assurance activities, submission of facility statistical reports, education and training and orientation of nursing staff, weekly special needs meetings, and development of treatment plans, discharge aftercare, and special health care services for youth with Special Needs;
- Assists in determining appropriate placement of youth with respect to their medical needs;
- Investigates critical incidents, develops corrective action plans, and follows through to ensure corrective action is completed and ongoing;
- Makes periodic visits to the DJS facilities to assess nursing operations and the upkeep of the health suites, and to meet with nursing staff, other health care professionals, and facility leadership;
- Ensures that there are adequate space and appropriate supplies, equipment, and medication with continuous inventory for ongoing nursing operations in coordination with the Health Administrator;
- Assists in ordering and purchasing supplies and equipment as needed for ongoing medical and nursing operations.
- Oversees hiring of nursing personnel and support staff, and participates in interview, selection, placement, promotion, discipline/counseling, and evaluation of nursing personnel;
- Holds at least monthly Nursing Supervisors Meetings and weekly meetings with Regional Nurse Managers;
- Serves as the Contract Monitor for the Supplemental Nursing Contract and assists in the development and monitoring of other contracts as needed in coordination with the Health Administrator and Clinical Services Administrator;
- Oversees the Certified Medication Technician program including coordinating and providing the initial and refresher certified medication technician training to non-proper staff per the Maryland State Board of Nursing, coordinating delegating nurse training, and supporting delegating nurses.
- Attends and participates in conferences, continuing education, required training, and meetings that may include other State agencies, stakeholders, and professional organizations;
- Completes special projects and other duties to support the Department’s and DJS Somatic Health Missions as assigned by the DJS Medical Director or Health Administrator including coverage of facility nursing duties if absolutely required.
Education:
A Master’s degree in Nursing or a health-related field from an accredited college or university.
