Salary Range: $68,439.07 to $80,517

Knowledge, Skills and Abilities:
- Knowledge of and the ability to apply modern principles and practices of civil engineering.
- Knowledge of federal, state, and local laws pertaining to municipal civil engineering.
- Knowledge of project management methods and practices to include methods of preparing designs, plans, specifications, estimates, reports and recommendations.
- Knowledge of construction and maintenance methods, materials and equipment employed in water management and transportation projects.
- Knowledge of standard drafting principles as needed to prepare construction drawings.
- Skill in developing, reviewing, and modifying civil engineering plans, designs, and specifications of considerable difficulty.
- Skill in using a computer, computer hardware and software related to the areas of responsibility.
- Skill in communicating in writing and/or in person on a one-on-one basis and before groups for the purpose of influencing, motivating and convincing.
- Ability to read and interpret all types of civil engineering plans and specifications, blue prints, maps, construction plans and drawings.
- Ability to establish and maintain effective working relationships with employees, contractors, architects, skilled trades, and the general public.
- Ability to represent the City in dealing with other governmental agencies and jurisdictions, contractors, and the general public on engineering matters.
- Ability to direct professional and technical personnel to provide guidance and counseling.
- Ability to analyze complex engineering problems and recommend solutions.
- Ability to work independently, handle multiple projects and to plan, prioritize, and organize work load.
- Ability to prepare written reports, contract documentation, records of activities and correspondence.
- Physical ability to perform essential job duties.
Minimum Qualifications:
Bachelor's degree in Civil Engineering, Engineering Technology, Construction Management, or closely related field or the ability to obtain Bachelor's degree within 6 months of hire date, EIT certification preferred; or any combination of education, training, and experience providing the knowledge, skills, and abilities necessary to perform essential job functions.
