Operators for the Highways, Parks, Buildings and Grounds Department
Job DescriptionOperators for the Highways, Parks, Buildings and Grounds Department perform manual labor in the construction, upkeep and/or maintenance of Village buildings, parks, grounds, Village streets, storm sewers, traffic signals, equipment and other property. An Operator may use mowers, snow blowers, trucks, plows, hand tools, power tools, computer or other related equipment in the performance of assigned work. Emergencies and/or other circumstances may require working at any time of the day or night and sometimes for extended hours;
overtime may be required. Assignments are outlined by the Superintendent of Highways, Parks Buildings and Grounds, Foreman, and/or Crew Leader. Standard procedures are followed, and work is inspected for safety and economy of operation.
Compensation start $27.81, 6-months $30.29, 1-year $32.73
Essential Duties & Responsibilities- Performs minor repairs and maintenance of buildings; heating, cooling, painting, electrical, plumbing, and rough carpentry;
- Applies fertilizers, pesticides, herbicides, and fungicides;
- Cuts Grass in Village Parks, medians, and right of ways;
- Plants trees, shrubs, flowers and performs related landscape duties;
- Operates chainsaw to remove trees and brush; prunes trees and shrubs;
- Performs repairs to road surfaces and right of ways
- Plows snow in dump truck with wing and plow, loader, and snow blower; salts Village streets, parking lots, and sidewalks. Shovels snow at Village Buildings as required;
- Erects street signs in accordance with local, state, and federal requirements
- Has a working knowledge of traffic signals and streetlight maintenance and repair or the ability to learn;
- Operates heavy equipment such as backhoes, loaders, and skid loaders;
- Performs crack filling duties, operates power tools, and jack hammer;
- Fills out work sheets, and maintains maintenance records utilizing a computer;
- Rough grades and lutes asphalt to finish grade
- Performs masonry work in repairing streets, sidewalks, curbs, catch basins, and manholes
- Performs Janitorial Duties;
Vacuums, cleans restrooms, strips/wax floors, etc. - Picks up debris and trash in Village Parks and along Village right of ways
- Works overtime as required
- Other duties as assigned
Education and/or Experience
High school diploma (or equivalent). Experience in streets and public works construction and maintenance or similar field preferred, but not required.
Other Qualifications- Thoroughness and dependability.
- Ability to effectively meet and deal with the public.
- Ability to complete the physical requirements of the position.
- Possession of a valid motor vehicle operator's license issued by the State of Wisconsin.
- Valid Wisconsin Commercial Driver's License or ability to obtain one within one year of hiring.
- Ability to pass the Department of Transportation physical, drug screen and respiratory evaluation.

- Snow plowing may require working more than eight hours per day and may including work both day and nighttime shifts.
- While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is frequently required to walk; use hands to finger, handle, or operate objects, tools, or controls; and reach with hands and arms.
- Specific vision abilities required by this job include close vision, ability to adjust focus, and the ability to sustain prolonged visual concentration.
- Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools in the office and in the field including a computer, a truck, heavy equipment, GIS equipment, and other tools.
- Ability to coordinate eyes, hands, feet and limbs in performing slightly skilled movements such as typing and to operate various pieces of equipment.
- Ability to recognize and identify degrees of similarities and differences between characteristics of colors, shapes and textures associated with job-related objects, materials and tasks.
- Ability to operate in confined spaces and routinely work on irregular surfaces.
- This position is sedentary some of the time, but much of the job requires physical activity including walking, standing, climbing, stooping, bending and twisting. Ability to repetitively lift and move objects weighting up to 90 pounds without assistance and 200 pounds with another person approximately five times per week, depending on need. Some tasks occasionally exceed these limits.
- Ability to work for long periods of time in emergency situations.
- Ability to work in potentially dangerous situations around moving traffic, with electricity and with chemicals.
