Preconstruction Manager

Please apply today or email me at  Position Overview The Preconstruction Manager leads all preconstruction activities to develop accurate, competitive, and buildable proposals for multi-scope industrial and commercial projects. This role directs estimating strategy and coordination across self-perform scopes (electrical, process piping, structural and miscellaneous steel, scaffolding, coatings), collaborates with operations and design teams to mitigate risk, and manages a team of estimators to deliver timely, compliant bids that align with company goals and client requirements.

Key Responsibilities

  • Lead and manage the preconstruction process from bid qualification through proposal submission, ensuring schedules and budgets are met.
  • Develop scope, estimates, and bid strategies for multi-scope projects including self-perform work in electrical, process piping, structural steel, miscellaneous steel, scaffolding, and coatings.
  • Supervise, mentor, and prioritize workload for a team of estimators; review estimates for completeness, accuracy, and consistency.
  • Coordinate with project managers, operations, safety, procurement, and engineering to validate constructability, identify risks, and develop mitigation plans.
  • Prepare takeoffs, quantity reconciliations, and cost models; review subcontractor quotes and vet vendor scopes and pricing.
  • Create clear, professional bid documents, clarifications, assumptions, and exclusions; present value-engineering options and alternative solutions to clients and internal stakeholders.
  • Manage schedule-driven deliverables and maintain a pipeline tracker; ensure timely delivery of estimates and support post-bid negotiations and scope changes.
  • Implement estimating best practices, templates, and continuous improvement initiatives to increase estimating efficiency and accuracy.
  • Ensure compliance with contractual requirements, client specifications, and company policies during preconstruction activities.
  • Support business development by participating in pre-bid meetings, constructability reviews, and client/value discussions.

Qualifications

  • Bachelors degree in Construction Management, Engineering, or related field preferred, or equivalent work experience.
  • Minimum 8+ years of estimating/preconstruction experience in industrial or heavy-commercial construction with proven progression in responsibility.
  • Direct experience managing multi-scope, self-perform work including electrical, process piping, structural steel, miscellaneous steel, scaffolding, and coatings.
  • Demonstrated experience leading and developing a team of estimators, including workload management and quality review.
  • Strong estimating skills: quantity takeoffs, cost modeling, labor/productivity analysis, and subcontractor bid evaluation.
  • Excellent knowledge of construction methods, materials, means and methods, and craft labor planning.
  • Proficient with estimating software (e.g., Timberline/Prism, Sage, HCSS) and Microsoft Excel; familiarity with BIM or digital takeoff tools is a plus.
  • Exceptional communication, presentation, and negotiation skills with the ability to interact effectively with clients, subcontractors, and internal stakeholders.
  • Strong organizational skills, attention to detail, and ability to manage multiple bids and competing deadlines.
  • Ability to travel to job sites and client meetings as required; valid drivers license.
