Intergovernmental Relations Manager
Team Gilbert has an exciting opportunity for a highly motivated professional to fill the position of Intergovernmental Relations Manager. The Intergovernmental Relations Manager assists the Department Director with coordination and development of the Town's legislative program and regional activities, represents the Town before a variety of external governmental agencies, and serves as a backup to the Director in representing the Town and shaping strategy to support the Town's needs.
Essential duties include (but are not limited to):
- Represent the Town's interests with federal, state, regional, and local government entities; strengthen relationships with elected officials, agency staff, and key stakeholders
- Research and analyze proposed federal and state legislation affecting the Town and share findings with department directors
- Track and monitor legislation, and provide reports and policy recommendations to the Executive Team and Town Council
- Prepare reports, briefing materials, and presentations for the Town Manager, senior leadership, Mayor, and Council
- Review agendas and policy documents of regional bodies such as MAG, RPTA, AMWUA, and the League of Arizona Cities and Towns
- Coordinate meetings and events, and represent Town leadership at regional functions and conferences
- Build support for Town positions, conduct lobbying activities, and maintain professional networks with intergovernmental affairs representatives
- Prepare position statements, talking points, and testimony for Council, staff, and media engagements
- Manage special projects and provide backup representation for the Director as needed

Minimum Qualifications:
- Bachelor's degree and three years of experience related to the area of assignment, including three years of leadership experience; or an equivalent combination of education and experience sufficient to perform the essential duties of the job
Preferred Qualifications:
- Experience with state and federal legislative processes and regional governmental organizations
- Working knowledge of Arizona Lobbyist Regulation Laws
- Established relationships with elected and appointed officials or their staffs
- Experience preparing briefing materials and presenting to elected bodies
This is an At-Will, FLSA Exempt position. This position has been identified as an eligible position for a Hybrid or Remote work agreement. Modified work privileges are approved at the sole discretion of the department director; as such, the department reserves the right to modify or discontinue these arrangements at any time. Regardless of work location (Remote, On-Site, or Hybrid), Town of Gilbert employees are required to reside in the state of Arizona.
