The Manager, Clinical Service promotes family‑centered care by subscribing to and supporting Phoenix Children’s mission and values. This position manages, evaluates and supervises operational functions and activities of an assigned area by guiding and supporting staff. The Manager, Clinical Service also serves as a liaison with other departments to plan, implement, communicate, evaluate and coordinate patient care operations across the enterprise, while also facilitating quick resolution of issues to ensure excellence in a family centered care environment.

Position

Duties Clinical Leadership
  • Maintains 24/7 accountability for patient care operations and provides unit leadership representation.
  • Collaborates with colleagues to develop and implement patient care philosophy, standards, departmental goals, policies and procedures.
  • Provides developmentally appropriate clinical care within the professional domain in emergent situations.
  • Assesses nursing and technical personnel availability to meet census, acuity and budgetary goals and implements recruitment, retention and onboarding strategies.
  • Ensures delivery of high‑quality nursing care and compliance with Joint Commission, CMS and other regulatory agencies.
  • Enforces state board of nursing and act requirements, measures health outcomes and recommends adjustments.
  • Assumes bed‑manager responsibilities in collaboration with House Supervisor as scheduled.
  • Stays current with best practice in nursing management, clinical knowledge and Phoenix Children’s policies and procedures, serving as a clinical resource.
Human Resource Management
  • Manages all personnel administration for the unit including recruitment, interviewing and selection of professional, technical and supervisory staff.
  • Fosters high staff engagement, low turnover and supports professional growth.
  • Provides performance development, goal setting and continual feedback to staff.
  • Evaluates staffing patterns, matches competency with patient acuity and manages grievances with HR.
  • Identifies key performance indicators, collects data, evaluates performance and complies with documentation requirements.
  • Collaborates with Clinical Supervisors to address performance issues and educational needs.
  • Reviews MIDAS safety reports and develops strategies to address practice drifts.
  • Monitors customer and patient satisfaction and develops improvement strategies.
  • Provides orientation and ongoing professional development in collaboration with the Clinical Education Specialist.
  • Participates in quality reviews through data collection, dashboards and event reviews.
Finance & Budget
  • Recognizes reimbursement impact on revenue and monitors room and procedural charges.
  • Provides timely financial reviews and feedback to the management team to maximize resource utilization.
  • Collaborates with leaders and departments to develop, secure approval and monitor revenue, expenses and capital budget.
  • Reviews financial data monthly, recommends and implements strategies to ensure budget compliance.
  • Conducts ongoing productivity evaluation.
Strategic Management
  • Establishes and oversees unit‑based goals aligned with division and organizational priorities.
  • Supports growth of Phoenix Children’s and participates in program development and implementation.
  • Oversees all aspects of care delivery, direct and indirect, for the unit.
  • Facilitates participation in medical staff and patient care area committees.
  • Supports shared governance structure and a just culture.
  • Encourages unit‑based and system‑wide research and quality improvement initiatives.
  • Influences nursing practice through participation in professional organizations.
Miscellaneous
  • Performs additional job‑related duties as requested.
Position Qualifications Education
  • Bachelor’s degree in Nursing (required).
  • Master’s degree in a related field (preferred).
Experience
  • Five years of experience in a pediatric specialty area with leadership or supervisory responsibilities (required).
Special Skills
  • Analytical and statistical skills to develop and monitor unit operating and personnel budgets (required).
  • Critical thinking and problem‑solving abilities for complex clinical, systems and personnel issues (required).
