The Administrative Program Manager provides administrative, compliance, and fiscal oversight for residents under the jurisdiction of the Wyoming Department of Corrections (WDOC) and the Federal Bureau of Prisons (BOP). This position ensures accurate documentation, regulatory compliance, financial accountability, reporting integrity, and facility standards. The role works in collaboration with the Operations Program Manager to deliver effective programs while maintaining strict adherence to VOA, BOP, and WDOC policies and procedures.
Responsibilities- Participate in on‑call rotation as required.
- Ensure ongoing compliance with VOA, BOP, and WDOC policies and procedures.
- Conduct and document internal audits as assigned.
- Oversee completion and documentation of required facility, vehicle, and property searches for compliance purposes.
- Complete weekly facility walk‑throughs.
- Ensure facility compliance with fire, safety, and health department standards.
- Monitor resident medication audits and compliance in accordance with policy.
- Serve as Grievance Manager for state and federal residents.
- Serve as Departmental Hearing Officer as assigned.
- Monitor written mail correspondence for residents.
- Compile and submit monthly statistical reports.
- Prepare correspondence, reports, and administrative documentation for leadership and external agencies.
- Document issues and incidents and ensure reports are submitted within required timelines.
- Attend meetings and record meeting minutes as required.
- Code expenditures and monitor spending against the approved monthly budget.
- Assist in preparation of annual budgets.
- Deposit state residents’ checks and cash; check safes daily.
- Coordinate with Sheridan to print release, withdrawal, and COMO checks.
- Enter billing for clinical services.
- Conduct financial orientation with new state residents.
- Inventory and maintain facility‑wide supplies.
- Assist with new residential admissions.
- Print and submit referral packets to the Program Director daily.
- Send acceptance and denial letters and maintain referral tracking logs.
- Conduct employment reference checks for applicants.
- Assist in recruitment, interviewing, and hiring of Security Technicians.
- Assist the Director with performance management and disciplinary actions for staff.
- Process and submit payroll for Lead Security staff.
- Oversee VOA vehicle maintenance, inspections, and related reporting.
- Lead and deliver monthly staff training.
- Supervise Lead Security Technician staff.
- Coordinate resident transportation logistics for new DOC/BOP residents with contractors.
- Collaborate with the Administrative Program Manager to ensure proper documentation, reporting, and audit readiness.
- Provide direct administrative support to the Program Director.
- Effective oral and written communication; assertive when necessary.

Work EnvironmentThe job operates in a professional office environment inside a Residential Living Center and routinely uses standard office equipment such as laptops, photocopiers, and smartphones.
Physical DemandsThe role requires frequent talking, hearing, and close contact with residents while searching. It demands the ability to bend or stoop, and constant mobility throughout the facility, as well as prolonged computer use.
Position Type / Expected Hours of WorkFull‑time. Typically Monday through Friday, 8:00 a.m. to 5:00 p.m.; occasional evening and weekend work may be required as duties demand.
