Utility Worker II-Job Description

POSITION: Utility Worker II – Full time (Monday-Friday, 7:00am-3:30pm) - Non-Exempt, Represented (AFSCME)

DEPARTMENT: Public Works

SALARY RANGE: $27.64-$33.60 per hour + a 3% COLA effective 7/1/2026. Additional 5% for CDL holders and 3% for bi-lingual skills. (Typically applicants are hired at Step 1 of the salary grade in accordance with the AFSCME contract.)

General Statement

The City of Gladstone is currently hiring for a Utility Worker II in Public Works. Public Works is responsible for the day-to-day operation and maintenance of all public spaces and facilities within the city. Services include water, sewer, streets, parks and building maintenance, stormwater, and erosion control.

Typical

Job Duties
  • Installation and maintenance of street signs, traffic control lanes, etc.
  • Pavement cutting, and removal
  • Asphalt installation and repair
  • Concrete pouring and finishing
  • Utility ditch digging and cleaning
  • Construction and maintenance of manholes and catch basins
  • Cleaning of wastewater, stormwater and water lines
  • Pipe repair
  • Installation, back filling, cutting, fitting, and repairing of water mains, taps, service lines and meters
  • Installation of fire hydrants and valves
  • Repair and maintenance of buildings, facilities, and park areas
  • Maintenance and preparation of grounds for application of fertilizers, herbicides, etc.
  • Tree trimming, brush cutting, and mowing of parks and other city properties
  • Operating heavy equipment (i.e. Backhoe, Loader, Vactor Truck, Dump Truck, Street Sweeper)
  • Positively interacting with the public on a daily basis
Minimum Qualifications
  • At least one (1) year of experience in general maintenance, construction, or street maintenance
  • Excellent interpersonal skills including verbal and written communication skill and teamwork skills
  • Experience operating hand tools and power tools
  • Possession of a high school diploma or equivalent
  • Possession of a valid Driver's License with a clean driving record at time of hire
  • Must be able successfully pass a post offer, pre-employment physical exam and drug screen
  • Must successfully pass a criminal history background check and the record must be clear of any criminal convictions for crimes which would preclude the individual from performing the essential job duties and responsibilities
  • Must be able to pass the City’s security clearance standards for unescorted access to certain City facilities
Preferred Qualifications
  • Possession of an Oregon Commercial Drivers’ License (CDL) (eligible for 5% add to pay)
  • Three (3) or more years of experience in street maintenance, paving, patching, painting, stripping streets, sign maintenance or combination of experience
  • Sign and markings certification
  • Experience reading plans, blueprints, and specs
  • Familiarity with the MUTCD
  • Completion of Level 1 and 2 Courses from Oregon Road Scholar Program
  • Oregon Water Distribution and/or Wastewater Collection Certification(s)
Additional Information

As a Utility Worker II in the Public Works Department, you will receive cross training and be considered a “First Responder” which is considered essential personnel. This means that in the event City offices close due to inclement weather, etc., you are still required to report to work for your scheduled shift, as well as any overtime or extra hours required.

The Utility Worker II position is subject to a rotating “on-call” schedule after training has been completed.

Possession of or ability to obtain within one (1) year of hire:

  • First Aid, CPR, AED Certification
  • Public Agency Work Zone Traffic Control training and Flagger's Card
  • Cave-in Protection/Competent Person Training
